Fujian Advances Centralized Computing Network to Boost AI Infrastructure

Fujian Province has unveiled a comprehensive plan to accelerate its artificial intelligence sector, focusing on building a unified computing power network across the region.

The provincial government recently released the "Fujian Province 15th Five-Year Plan for Emerging and Future Industries," which outlines a strategy to create a digital-intelligent integration ecosystem. Central to this is the "AI+" guiding project, which aims to drive AI application demonstrations and deepen the integration of AI with key sectors such as industry, healthcare, education, and human resources.

A key focus is on enhancing AI infrastructure. The plan calls for the rapid construction of a province-wide integrated computing power network, with specific projects to build public intelligent computing centers in Fuzhou, Xiamen, and Zhangzhou, while also rationally deploying edge computing nodes. This will be complemented by the expansion of the artificial intelligence pilot base and the establishment of an AI for Science (AI4S) platform in collaboration with national strategic scientific forces.

To support these efforts, the province will launch a "data elements multiplier" action. This initiative will focus on building high-quality, AI-ready datasets in priority areas like government services, healthcare, and marine sectors. It also includes advancing the development of provincial-level data annotation bases and constructing a comprehensive data resource development and service system.

Fujian is also committed to fostering a vibrant AI development ecosystem. The plan involves building high-quality AI industrial parks in Fuzhou, Xiamen, and Quanzhou, creating clustered AI industry zones, and nurturing a pipeline of "AI+" enterprises. Furthermore, it supports the establishment of collaborative innovation platforms to tackle key technologies like intelligent chips and core algorithms, encourages AI-native entrepreneurship and organizational innovation, and explores the creation of low-cost, open-source OPC1 innovation communities to provide prototype development services for vertical sectors.
