At a thematic conference held on August 29 as a key segment of the 2026 China International Big Data Industry Expo, Guiyang took a significant step forward in its low-altitude economy development. Industry experts, supply chain enterprises, and research institutions gathered to witness the city's transition from strategic planning to large-scale implementation.
During the event, two essential platforms—the low-altitude flight service platform and the low-altitude intelligent inspection platform—were officially launched. These platforms establish a closed-loop management system for Guiyang's low-altitude operations, enabling comprehensive visibility, control, traceability, flight capability, communication, and practical utility. This initiative offers a "Guiyang solution" to address common industry challenges such as lack of visibility, inadequate regulation, and difficulties in tracing operations.
The low-altitude flight service platform leverages China Telecom's cloud computing, artificial intelligence, and integrated cloud-network capabilities to centralize airspace data across the city. It achieves full digital management of airspace, flight routes, and takeoff and landing points. Additionally, a "Scan-to-Fly" mini-program has been introduced, allowing for real-name drone registration and online flight plan filing, ensuring dynamic oversight of all flight activities.
The low-altitude intelligent inspection platform is being piloted in Xiuwen County, where it has integrated 24 individual drones from various departments and deployed five automated airports. Covering 16 key scenarios, including the Wu River area, mining protection zones, and rural roads, the platform provides a replicable model for mountainous terrain inspections. This shifts urban governance from traditional manual patrols to drone-based monitoring, helping Guiyang's low-altitude economy evolve from basic flight capability to efficient and practical application.
At the event, China Telecom Unmanned Technology (Jiangsu) Co., Ltd., China Telecom Guiyang Branch, and Guiyang Low-Altitude Industry Development Co., Ltd. signed a cooperation framework agreement. The partnership aims to establish a local joint venture, Guiyang Low-Altitude Technology Co., Ltd., focused on platform operations, low-altitude intelligent network construction, industry scenario incubation, and low-altitude data management and security. By combining Guiyang's computing power advantages with China Telecom's cloud-network expertise, the venture will expand applications in urban public governance, healthcare, and emergency warning systems.
Additionally, Guiyang Low-Altitude Industry Development Co., Ltd. signed a strategic cooperation agreement with China International Media Group (CITVC) to collaborate on multimodal datasets, low-altitude media, and content innovation. This move integrates Guiyang into a national low-altitude media collaboration network, opening new avenues in the low-altitude media sector. Industry representatives from across the supply chain also engaged in discussions on technological innovation and scenario implementation.
The conference was jointly hosted by Guiyang Low-Altitude Industry Development Co., Ltd. and China Telecom Co., Ltd. Guiyang Branch. As the core area of China's first national big data comprehensive pilot zone, Guiyang benefits from the "East-to-West Computing Resource Transfer" national computing hub node, backed by robust green computing power and 5G communication infrastructure. These assets provide a solid digital foundation for the low-altitude economy. With a strategy of "computing power empowering low-altitude operations and scenarios driving industry growth," Guiyang is forging a distinctive path for mountainous low-altitude economic development, aiming to become a national model for innovation in this sector.
