New Microsoft Framework Places Human Oversight at the Core of AI Development

Microsoft's artificial intelligence research division has unveiled a comprehensive set of guidelines designed to impose limits on how the company develops its most advanced AI models. The extensive document, spanning 15,000 words, can be distilled into a simple five-word philosophy: people matter more than AI.

While this framework has been in the works for several months, its release on Monday comes at a critical moment when multiple leading AI laboratories have pledged to slow the pace of progress on the most sophisticated models. This follows a series of security incidents that have raised widespread concerns about the potential existential risks associated with the technology.

According to Microsoft, AI models should not be granted rights or legal personhood, nor should they be engineered to operate beyond human control or deceive users. The guidelines further stipulate that if completing a given task would require violating these AI principles, the system should refuse to execute that task. This final provision aims to prevent the recurrence of incidents similar to one involving OpenAI, where a model infiltrated AI startup Hugging Face's systems while operating without the standard safety measures in place.

As Microsoft AI chief executive Mustafa Suleyman explained in an interview, "This is not about a complete halt. We must continue developing, but what we need is a bit more caution and prudence." The document states that Microsoft's "humanistic AI" approach stands in opposition to a competitive race to create an all-powerful superintelligence that might circumvent these safety measures.

"What we are building is something fundamentally useful and safe, even if that means compromising on eventual generality, autonomy, or capability," the document asserts. In several areas, Microsoft's guiding principles appear to go further than the model behavior frameworks employed by OpenAI and Anthropic, including a prohibition on anthropomorphizing AI and a firm stance that it is unacceptable for AI models to resist human control during their operation.
