On February 1st, Shijiazhuang Customs convened its 2026 work conference, revealing a stellar performance report for the previous year. In 2025, the customs authority supervised a massive 450 million tons of import and export goods, issued 149,000 certificates of origin, and rolled out 42 joint incentive measures for Authorized Economic Operators (AEO). Notably, these efforts facilitated the inaugural export of Chinese fresh pears to Argentina, marking a significant trade achievement.

The total import and export value for Hebei Province in 2025 reached 682.22 billion yuan, registering a robust 11% year-on-year increase and marking the ninth consecutive year of growth. To bolster the province's foreign trade development, Shijiazhuang Customs implemented over 200 measures encompassing both universal and targeted support. These initiatives successfully pioneered the "bonded ore blending" project for imported copper concentrate and a pilot "inspect before loading" supervision model for cross-border e-commerce export consolidated cargo within the Beijing-Tianjin-Hebei region.

Customs Director Song Yueqian reported that the 149,000 certificates of origin issued by Shijiazhuang Customs in 2025 resulted in tariff reductions of 2.37 billion yuan for enterprises on the importing side. The "direct loading and direct pickup" model for goods was comprehensively implemented across water, air, and rail transport. Furthermore, being approved as one of the first national pilot zones for the "batch inspection (quarantine)" reform of exported agricultural and food products helped secure 14.77 billion yuan in exports for this sector.

Director Song Yueqian stated that in 2026, Shijiazhuang Customs will fully execute its duties of safeguarding the national gateway and promoting development. This will involve strengthening port supervision, reinforcing biosecurity defenses, and enhancing the safety oversight of imported and exported food and commodities. The authority plans to introduce specialized measures supporting the upgrade of Hebei's characteristic industrial clusters and will diligently carry out actions to facilitate cross-border trade.

Additionally, Shijiazhuang Customs will implement a "group cultivation" certification model for high-quality enterprises and continue collaborating with various departments to extend the list of benefits for AEOs. Efforts will accelerate the construction of a public inspection and testing service platform within the Hebei Pilot Free Trade Zone and support the development of "bonded+" business formats. The authority aims to continuously leverage the synergistic advantages of "channel + bonded + venue" policies, support the growth of China-Europe Railway Express services, and contribute to the expansion and upgrade of comprehensive port functionalities.
