Qinghai Solar and Heilongjiang Wind Power Relay Green Electricity to Beijing in Landmark Trade

A pioneering cross-regional green electricity trading collaboration has been successfully implemented, involving Qinghai, Heilongjiang, and Beijing, where solar power from Qinghai and wind power from Heilongjiang are relayed to supply the capital.

This initiative represents a significant step forward in the development of a unified national electricity market and marks the first domestic cross-regional transaction purely involving a "solar plus wind" green power relay delivery, signifying a new breakthrough in the coordinated consumption of clean energy across regions.

The transaction was organized by the Beijing Power Exchange Center, coordinated by the State Grid North China Branch, and jointly implemented by the power trading centers of Qinghai, Heilongjiang, and Beijing. It leverages two ultra-high-voltage transmission corridors—Northwest China to North China and Northeast China to North China—to deliver green electricity to Beijing.

To date, the cumulative transaction volume for green power sent from Qinghai to Beijing has reached 360 million kilowatt-hours, a 291% increase compared to the same period last year.

With the rapid development of Beijing's artificial intelligence and big data industries, computing centers operate around the clock, creating a critical need for stable, 24/7 green power supply.

There is a natural two-hour time difference between Qinghai and Heilongjiang. During daylight hours, Qinghai's solar power output remains high, making it the primary source. At night, Heilongjiang's wind power output takes over, demonstrating its clear advantage. This arrangement allows the two provinces to complement each other temporally, forming a day-and-night relay supply that effectively mitigates the volatility of a single power source and provides Beijing with a more stable and reliable green electricity supply.

Through resource complementarity and temporal coordination, this transaction has achieved a win-win outcome for both the sending and receiving ends. It is an important exploration in implementing the requirements for a unified national electricity market and innovating cross-regional new energy trading mechanisms, accumulating valuable experience in addressing the dual challenges of new energy consumption and power supply security.

Ma Yaowu, General Manager of the Qinghai Electric Power Trading Center, stated that Qinghai Province will work to establish a regularized trading mechanism for cross-regional new energy coordination, continuously expand the scale of clean energy exports, and deepen power trading cooperation with regions such as Northeast and North China, contributing more "Qinghai Green Power" to the nation's green and low-carbon energy transition.
