China's Ministry of Industry and Information Technology Issues Directive to Boost Digital Transformation Service Supply for SMEs

The Ministry of Industry and Information Technology (MIIT) has released the "Guidelines for Cultivating 'Small, Fast, Light, and Precise' Digital Products and Services (2026 Edition)" on July 27.

This directive aims to guide service providers in closely aligning with the digital transformation needs of small and medium-sized enterprises (SMEs), promoting better matching of supply and demand for digital products and services, and accelerating the digital transformation of SMEs.

The term "small, fast, light, and precise" refers to products and services that are miniaturized, rapid, lightweight, and targeted. The guidelines emphasize a demand-driven approach, taking the digital transformation needs of SMEs as the primary focus and addressing key pain points.

Local governments are encouraged to tailor cultivation standards to their specific conditions and establish a classified, tiered cultivation system. The guidelines also call for strengthening policy coordination and resource integration to rapidly build a digital transformation service supply ecosystem for SMEs that involves multiple participants and leverages complementary advantages.

The guidelines outline a series of measures covering miniaturization, rapid deployment, lightweight design, precision, digital intelligence, and common foundational requirements. These include constructing industrial mechanism models or industry knowledge bases for specific sectors; ensuring product interfaces are simple and user-friendly, fully considering the cognitive habits of SMEs; encouraging the deep integration of artificial intelligence into products; and prohibiting hidden fees and bundled sales.

In terms of implementation, the guidelines propose leveraging the National SME Digital Transformation Service Platform, local service platforms, and promotion centers to build a high-quality resource pool for "small, fast, light, and precise" digital products. This initiative aims to facilitate the cross-regional circulation and sharing of high-quality products, reducing the selection costs and trial-and-error risks for SMEs.
