Innovation and entrepreneurship platforms play a multi-dimensional role in supporting entrepreneurs and driving innovation. They help companies integrate resources, expand markets, and enhance operational capabilities, while also stimulating synergistic effects and attracting more essential support. In the process of supporting the high-quality development of the private economy, innovation and entrepreneurship bases serve as a crucial vehicle. The construction of small and micro-enterprise innovation and entrepreneurship bases in Yanhu District ranks among the top in the province; to date, the district hosts 10 such bases and has established a full-chain incubation system encompassing "entrepreneurship universities - maker spaces - incubators - accelerators - industrial parks," having nurtured 72 high-tech enterprises and 127 sci-tech SMEs, thereby forming a robust innovation ecosystem.
By creating aggregation platforms, comprehensive chain services are provided. The PS800, a smartwatch equipped with high-precision 4G and Bluetooth dual-core sensors capable of achieving five-dimensional health management through monitoring, prevention, adjustment, management, and rescue, fills a technological gap in the domestic market for AI-powered intelligent wearable devices for high-risk emergency response and solidifies the competitive advantage of Yuncheng Enguang Technology Co., Ltd. in the health monitoring sector. Shanxi Xinxin Hong Electrical Technology Co., Ltd., with its self-developed coal mine ventilation monitoring system that enjoys high market recognition, has become the only company in the province focused exclusively on this niche segment. These enterprises and emerging industries are all located within the "Jinchuang Valley · Yuncheng" Innovation Drive Center in the Yuncheng Economic and Technological Development Zone.
Officially inaugurated and operational in December 2024, this center is managed by Shanxi Zhongguancun Zhiku Technology Service Co., Ltd. It focuses on building an innovation and entrepreneurship incubation base and an industrial agglomeration platform. With a core positioning centered on "innovation drive, industrial empowerment, and talent aggregation," it concentrates on advantageous industrial fields such as intelligent manufacturing, new materials, and biomedicine/health, aiming to provide full-chain services for startups, research teams, and entrepreneurs. In 2025, 27 new enterprises moved in, bringing the total number of park enterprises to 46. Among these, 2 new enterprises were cultivated and declared as high-tech firms, 5 new sci-tech SMEs were added, along with 1 specialized, refined, distinctive, and innovative ("Little Giant") enterprise and 1 Shanxi private-sector gazelle enterprise. The park houses 5 various R&D platforms, including 2 provincial key laboratories.
High-caliber innovation platforms can provide enterprises with quality services, thereby stimulating innovation "fission." The open sci-tech experimentation and testing center, the industrial supply-demand matching center, and the "1+6+5+N" sci-tech service system at the "Jinchuang Valley · Yuncheng" Innovation Drive Center are continuously being refined. Through an urban partner mechanism, 32 partners in strategy, technology, incubation, and other fields have been appointed, introducing innovation resources from research institutes and universities such as the Chinese Academy of Sciences and Xi'an Jiaotong University. Through the "Thousand Schools Ten Thousand Enterprises" platform, 127 technical needs were matched, leading to 21 university-enterprise cooperation projects, the signing of 30 technology contracts with a transaction value of 7.213 million yuan, and the promotion of 50 scientific and technological achievement transfers. Special policies were implemented, resulting in the processing of 32 types of subsidies. Thirteen innovation events were held, providing policy consultation over 100 times. A "seed fund + risk compensation" mechanism was established, and in partnership with banks, a "Sci-Tech Loan" was launched, achieving credit disbursement of 7 million yuan. A credit profiling system for technology enterprises was created, utilizing multi-dimensional data analysis to provide precise financial support and empower enterprises for high-quality development.
Optimizing the incubation system strengthens systematic management. Stepping into the NetEase Innovation Base feels like entering a "dream factory" for entrepreneurship: terms like enterprise services, cultural and creative offices, technology R&D, and energy innovation are prominently displayed in the lobby. This base is not only Yuncheng City's sole national-level technology business incubator but also a provincial-level sci-tech service agglomeration area, teeming with technology-based enterprises and pulsating with innovative energy. Leveraging its inherent agricultural advantages, Yanhu District attracted Shanxi Tianteng Agricultural Technology Co., Ltd. to take root in the NetEase Innovation Base. However, the company encountered promotion challenges during subsequent operations—the high initial investment required for smart agriculture made it difficult for farmers to afford the usage costs, hindering the promotion of the technology and products.
Upon learning of the company's difficulties, the staff at the NetEase Innovation Base immediately took action. They quickly connected with relevant functional departments and, after multiple rounds of communication and coordination, successfully partnered with Tianteng Agricultural Technology to establish a pilot winter jujube base project in Yanhu District. In the pilot project, all 100 acres of winter jujube greenhouses were equipped with our company's smart agriculture system, freeing farmers from the need to constantly monitor the greenhouses as they can now check conditions via their mobile phones. After a year of trial operation, the system saved farmers tens of thousands of yuan in labor costs, earning widespread praise. Now, our product distribution channels have opened up, and we are facing new development opportunities.
While deeply cultivating incubation services and aiding enterprise growth, the NetEase Innovation Base actively explores new mechanisms for co-construction and sharing, meticulously developing supporting infrastructure such as shared stations and shared enterprise service stations. Simultaneously, the base is committed to building a full-chain incubation system covering "maker spaces - incubators - accelerators." Focusing on the leading industries of the Yanhu High-Tech Industrial Development Zone, it emphasizes attracting and nurturing sci-tech innovation enterprises in fields like biomedicine, new materials, new energy, and intelligent manufacturing. Through systematic enterprise management and robust service support from the base, the focus is on enhancing corporate capabilities in R&D design, technology transfer, and independent innovation, thereby providing support for optimizing the industrial structure and promoting the development of sci-tech enterprises within the Yanhu High-Tech Industrial Development Zone.
Building an efficient ecosystem ensures sustained development. Small and micro-enterprises often face practical challenges such as limited financing channels and significant operational cost pressures during their development, while also needing to seize growth opportunities presented by policy support and market openings. The precise services and attentive guidance from professional entrepreneurship bases can help these enterprises overcome difficulties and achieve steady growth. On the tenth floor of Yuncheng's Ideal Entrepreneurship Building, a dedicated human resources industrial park has taken shape. The office space here is scientifically planned into independent compartments ranging from 50 to 100 square meters, featuring rational layouts, high practicality, and very favorable rents, successfully attracting over a dozen human resources-related companies to set up operations.
Entering the offices of Shanxi Zhongwei Human Resources, the scene is busy yet orderly. One staff member is patiently registering a job seeker, presenting a membership information form for them to complete. She inquires in detail about the applicant's job requirements while carefully recording the information, then recommends suitable positions. Discussing the experience of being located there, the staff member candidly stated that the conveniences offered by the Ideal Entrepreneurship Building are tangible and visible. The Beicheng Street Convenience Service Center on the first floor allows for one-stop processing of business licenses and related certificates, saving companies from running around. Shared spaces, talent apartments, and other supporting facilities within the building are fully equipped, meeting both office and living needs. Even more heartwarming is that the operators frequently inform enterprises about beneficial policies, assist in clarifying application conditions, and help prepare application materials, allowing entrepreneurs to operate with peace of mind and develop steadily here.
This year, Yanhu District successfully earned the designation of a Demonstration County (City, District) for High-Quality Development of the Private Economy. This honor not only affirms the region's business environment and development achievements but also brings new opportunities for the development of entrepreneurship bases. Wang Liying, the operational head of the base, stated that they will firmly grasp this opportunity, continuously monitor policy directions, regularly gain deep understanding of the development difficulties and actual demands of tenant enterprises, proactively strengthen communication and coordination with relevant competent authorities, precisely match needs, and strive to provide comprehensive, meticulous, and attentive services from aspects like policy interpretation, license processing, and resource matching. The aim is to effectively alleviate difficulties and empower small and micro-enterprises, fully supporting their development.
