Russian Refinery Throughput Holds Steady Despite Continued Ukrainian Strikes

Russia's crude oil processing volumes remained largely unchanged in the week of September 10-16, averaging roughly 4 million barrels per day, according to sources familiar with the matter.

While some facilities were forced to halt operations due to Ukrainian attacks, other units managed to resume production, with the combined output effectively offsetting the losses.

During this period, processing rates increased at Novatek's Ust-Luga condensate processing plant on the Baltic coast, as well as at the Yaroslavl refinery, jointly owned by Gazprom Neft and Rosneft. The Ufa refinery, operated by Rosneft's Bashneft subsidiary, also recorded higher throughput.

It should be noted that the overall Russian refining operating figures for September 10-16 do not account for the impact of subsequent strikes, including the attack on the Yaroslavl refinery on September 17, the Moscow refinery on September 20, and strikes on the Ufa and Kuibyshev refineries on September 22.

Following attacks earlier this month, Rosneft's Saratov and Ryazan refineries remain idled. Tatneft's Taneco refining complex reduced its processing load after being hit on September 13.

Additionally, Surgutneftegas' Kirishi refinery, targeted on August 30, and Rosneft's Tuapse refinery, which suffered multiple strikes in April and was hit again on May 1, remain shut down.

Rosneft, Gazprom Neft, Novatek, Surgutneftegas, and Tatneft did not immediately respond to requests for comment.
