Commerce Ministry Calls on Turkey to Honor WTO Panel Decision and Take Corrective Steps

On July 28, a representative from the Ministry of Commerce's Treaty and Law Department answered questions from the press regarding the World Trade Organization's release of the panel report in the dispute case China brought against Turkey's restrictions on electric vehicles and other vehicles.

A journalist asked: On July 28, Geneva time, the WTO published the panel report concerning China's complaint about Turkey's restrictive measures on electric vehicles and other vehicles (Dispute DS629). What is China's position on this?

The representative responded: We have taken note of the WTO's circulation of the panel report in the case filed by China against Turkey's restrictions on electric vehicles and other vehicles (Case No. DS629). The panel supported China's claims, ruling that the measures taken by Turkey in this case violate WTO rules. China welcomes this decision.

Since 2023, Turkey has imposed a series of restrictive measures on Chinese exports of electric vehicles, hybrid vehicles, and other automobiles, including additional tariffs and import licensing requirements. These actions contravene multilateral trade rules regarding bound tariff rates, national treatment, and most-favored-nation treatment, seriously harming China's legitimate trade interests and the bilateral economic relationship.

China urges Turkey to respect the WTO panel's ruling, take concrete actions, and promptly rectify the non-compliant measures. At the same time, I would like to point out that China firmly pursues a win-win opening-up strategy and resolutely upholds the multilateral trading system with the WTO at its core. China is willing to work with all parties, based on adherence to multilateral trade rules, to continuously improve the quality and level of trade and investment cooperation in areas such as new energy vehicles, aiming for shared development.
