US Rare Earth Supply Faces 47,700 Tonne Deficit, 2027 Defense Ban in Peril

With only five months left until the deadline for a complete ban on US defense supply chains purchasing certain foreign-sourced critical minerals, the massive chasm between domestic production capacity and demand is becoming insurmountable.

Data shows that in 2025, US demand for the most commonly used rare earth magnets stands at approximately 48,000 tonnes, while domestic supply amounts to a mere 300 tonnes. Even with US companies aggressively expanding production, annual capacity is expected to reach only 5,000 tonnes by the end of this year, leaving a supply gap of 47,700 tonnes.

To reduce reliance on foreign sources for these critical strategic materials, the Trump administration has invested tens of billions of dollars into nearly 150 mining companies since returning to the White House. President Donald Trump himself signed an executive order strictly limiting the eligibility of defense contractors to apply for procurement waivers. However, the reality makes this goal difficult to achieve.

Mining analyst Chris Berry stated bluntly that it is nearly impossible for the US to produce enough minerals by next January, and it will take years to build the infrastructure necessary to compete. The US does not lack mineral deposits, but rebuilding mining and processing capabilities is no overnight task. Currently, other producing nations still control the vast majority of the world's mineral refining industry. The US has not produced tungsten since 2015 and has had no tantalum production since 1959.

Regarding key projects, MP Materials is constructing a magnet factory in Texas for the Pentagon, with production not expected until 2028. Energy Fuels plans to achieve an annual rare earth output of 6,000 tonnes by 2029 but will only begin small-scale processing by the end of this year.

Facing an imminent supply shortage, the Trump administration launched a massive $12 billion "Stockpile Program" in February, aiming to establish a national reserve of critical minerals. However, officials acknowledge that initial procurement sources will still include overseas suppliers. Industry executives warn that as long as the government continues to grant waivers, the defense industry will not truly stop purchasing foreign products, thereby weakening incentives to invest in domestic suppliers.

With only months left before the ban takes effect, balancing de-risking with ensuring supply is becoming a formidable challenge for the US government.
