In November 2024, affected by CHENMING PAPER Group headquarters, Jilin CHENMING PAPER was forced to suspend operations. Facing numerous difficulties and complex challenges in resuming production, municipal and district-level party committees and governments attached great importance to the situation, making the promotion of enterprise resumption a top-priority project and ensuring employee rights as an important responsibility. Working alongside the enterprise, they focused on 72 key tasks across 10 major categories including capital injection, permit processing, and production startup, exhausting all methods and racing against time to push the enterprise toward full resumption after 11 months of shutdown.
The company achieved trial operations on September 28, with employees returning to work. The captive power plant began operations on October 6, the mechanical pulp line started on October 7, and finished paper products were produced on October 8, achieving comprehensive resumption of production. The enterprise is expected to realize output value of 160 million yuan by year-end and over 1 billion yuan by 2026.
After Jilin CHENMING PAPER's suspension, main leaders and supervising officials from municipal and district governments personally led teams to Shandong Province, conducting negotiations with main leaders from Weifang City and Shouguang City governments as well as the president of Shandong CHENMING PAPER Group to discuss solutions. Multiple special meetings were held to study and resolve difficult issues and eliminate bottlenecks.
To address the enterprise's funding challenges, municipal and district government leaders personally visited Jilin Bank, Bank of Communications, and Industrial Bank's provincial branches for coordination, promoting extensions and interest rate reductions on existing loans while helping the enterprise secure new credit facilities.
Additionally, relevant municipal government departments actively communicated with the enterprise, comprehensively understanding corporate needs and helping resolve various production challenges including electricity and sewage treatment fee deposits, pollution discharge permits and water intake certificates, and reducing raw material procurement costs. These efforts effectively lowered subsequent production and operation costs, laying a solid foundation for the enterprise's resumption.
This resumption represents not only a production restart for Jilin CHENMING PAPER but also an important starting point for enterprise quality improvement and efficiency enhancement. Looking ahead, Jilin CHENMING PAPER will focus on breaking down departmental barriers and implementing flattened reforms, improving collaborative efficiency through precise positioning, and driving accelerated capacity recovery with an enterprising attitude of "mobilizing all personnel and running all production lines."
