Yanji Xincun Subdistrict began piloting the community big housekeeper methodology in 2018 and established a professional social organization, the Community Big Housekeeper Office, in 2019. Through a service procurement model, the office selects "old masters" with high political integrity and rich property management experience to serve as community big housekeepers, acting as "secretaries" and think tanks for the homeowners' committees. In 2020, the community big housekeepers were integrated into the subdistrict's "Integrated Grid Management" system and were granted four specific powers: the right to solicit public opinion, the right to report problems, the right to request departmental coordination, and the right to evaluate effectiveness. This enabled their deep involvement in specialized tasks requiring higher expertise, such as the formation, restructuring, and election of homeowners' committees, property management selection and contract renewal, and property fee adjustments. Last year, the community big housekeepers took on a new role—property supervisors.

Leveraging the joint reception system and supplemented by daily receptions, instant reporting via mobile photos, routine inspections, and joint supervision methods, the 2.0 version community big housekeepers have identified numerous issues through regular daily oversight.
