Shangnan County's Market Supervision Bureau is intensifying efforts to implement the Intellectual Property Strengthening County and Park Project, specifically targeting the "Zero-Breakthrough" campaign for invention patents among large industrial enterprises. This initiative aims to align with the implementation plan set by Shangluo City, fostering innovation vitality within the county's market entities.

Recently, the bureau has focused on three key actions: in-depth research, targeted training, and thorough exploration. These actions are designed to address issues such as insufficient patent reserves and weak innovation capabilities among these enterprises, thereby enhancing the overall quality and efficiency of intellectual property work in the county.

As part of the in-depth research phase, a dedicated service working group has been established. This group conducts a comprehensive survey of all registered large industrial enterprises in the county, identifying common problems like "having technology but not knowing how to apply for a patent" or "having products but no patents." They collect enterprise service demands, focusing on technology R&D, patent reserves, and innovation investment. A detailed list of needs is compiled, and a phased zero-patent enterprise ledger is created. Each enterprise is assigned a designated leader and service specialist for dynamic tracking and closed-loop management, precisely identifying the enterprises that need to achieve their first patent.

During the targeted training phase, the bureau addresses weak intellectual property awareness and unfamiliarity with patent application processes. Specialized training sessions are organized, featuring experts from Xi'an Jiasite Intellectual Property Agency. These sessions cover practical topics such as the invention patent application process, document drafting, examination key points, results transformation, policy incentives, and rights protection. On-site Q&A sessions are also held. This precise training aims to enhance the innovation awareness and practical application skills of enterprise leaders and technical staff, shifting their mindset from "passive compliance" to "active innovation."

In the thorough exploration phase, the bureau proactively moves its services from "waiting for applications" to "on-site exploration." The service team goes directly to the production floors and workshops of enterprises, learning about their product processes, technological upgrades, and new product development. They help enterprises identify patentable technical points point-by-point and provide full-process services, including patent cultivation planning, material submission, process review, and amendment responses, to increase the success rate of patent applications. At the same time, they actively promote intellectual property support policies, encouraging enterprises to increase R&D investment and continuously release their internal innovation drive.

Looking ahead, the Shangnan County Market Supervision Bureau will continue to optimize its precision intellectual property service system. It will closely monitor tasks, refine measures, and steadily advance the dynamic zero-breakthrough of invention patents for large industrial enterprises. The goal is to improve the quality of existing patents, expand the pool of new ones, and cultivate more innovative and growth-oriented, high-quality market entities, providing strong support for the county's high-quality economic development.
