A newly constructed worker town for the Phase 4 expansion of Shanghai Pudong International Airport has officially opened, with the first group of over 1,000 builders moving into the nearly 120,000-square-meter living complex. This upgraded version of the previous terminal-area worker town offers high-quality housing, comprehensive support services, and a refined management system, aiming to provide a comfortable home for the workers and accelerate the upgrade of Shanghai's international aviation hub.

As a key part of the Phase 4 expansion, the airfield works are responsible for critical tasks such as runway systems, taxiway systems, and apron projects. The construction has now entered a crucial stage of intensive work. Following the standards set for modern urban workers' and managers' homes, Shanghai Airport Authority has carefully planned this worker town. Located on Hebin West Road, the town is divided into public support and living zones, capable of accommodating up to 4,000 workers. It serves as a new model for integrating living security at major construction sites with grassroots governance.

The newly opened town features a comprehensive upgrade in quality. The primary living spaces are comfortable four-person rooms, each equipped with air conditioning, personal lockers, and thoughtfully designed couple rooms, allowing workers to move in with just their luggage. The public areas are landscaped with greenery, and waste sorting, fire safety equipment, and emergency exits are all in place. For daily needs, the town offers a one-stop service area combining dining, shopping, sports, and convenience services. An on-site multi-functional activity center supports activities like badminton, table tennis, and board games, while services such as haircuts, appliance repairs, and health check-ups are regularly available.

In terms of management, the town collaborates with local police and urban management to form a coordinated and efficient temporary community governance body, ensuring that workers can resolve minor issues without leaving the town and enjoy seamless access to services. This governance model was selected as a Shanghai model case for the first batch of modern worker and manager homes in 2025, having served over 8,000 builders and creating a replicable template for refined management of large-scale construction living areas in Shanghai.

The Phase 4 expansion of Pudong Airport is a critical project for building Shanghai into an international shipping center. It includes eight major project groups, such as the T3 terminal area, airfield works, cargo area works, and municipal supporting projects. Once completed, the airport will be able to handle 130 million passengers annually, strongly supporting Shanghai's goal of becoming a comprehensive global aviation hub. In a previous milestone, the steel roof of the T3 terminal's main international building achieved a key installation, with the last 'bird pillar'铸钢节点叉段 being precisely hoisted into place. This completed the installation of all 17 bird-shaped support columns, forming the core structure of the T3 terminal's 'flying bird' design.
