Bidding for 240MW Solar EPC Project in Shanxi Attracts 12 Firms, Prices Range from 2.28 to 2.32 Yuan per Watt

On May 28, the bidding process for the Engineering, Procurement, and Construction (EPC) contract of the 200MW photovoltaic power generation project in Wuxiang County, owned by Tongbao (Wuxiang) Clean Energy Co., Ltd., was conducted, with 12 companies submitting their proposals. The bid prices submitted by these firms varied between 2.28 and 2.32 yuan per watt, generally hovering around the 2.3 yuan per watt mark. Participants included several major state-owned enterprises such as PowerChina, Energy China, China Railway Construction Corporation, and China State Construction Engineering Corporation.

According to the tender announcement, this phase of the photovoltaic power station project involves a construction capacity of 200MW, to be completed in a single stage. The AC side installed capacity is set at 200MW, while the DC side installed capacity is 240MWp. The generated power will be collected via eight 35kV collection lines and connected to a newly constructed 220kV booster station at the site. The auxiliary buildings at the booster station, including the office and living quarters, hazardous waste storage facility, 35kV power distribution building, and the domestic and fire water pump houses, will all be constructed using a frame structure. The station will be equipped with one 250MVA transformer, one 220kV outgoing line, and eight 35kV collection line incoming circuits. Additionally, two sets of dynamic reactive power compensation devices (SVG), each with a capacity not less than ±39Mvar, will be installed. The booster station will utilize an outdoor GIS layout, with a single busbar connection for the 220kV system, and provisions for two additional 220kV outgoing line bays.

The photovoltaic array area is planned to employ high-efficiency bifacial double-glass monocrystalline silicon solar modules with a specification of approximately 630Wp. Fixed-tilt mounting structures will be used, tailored to the terrain, at an installation angle of 31 degrees. String inverters will be selected for the project, with a DC-side capacity ratio configured at approximately 1.2.

The scope of the EPC contract encompasses: (1) Land leasing activities; (2) Land compensation; (3) Survey and design work; (4) Equipment procurement; (5) Construction and installation: This includes, but is not limited to, all civil works, installation materials, equipment installation, commissioning, and testing within the photovoltaic array area, the 35kV collection lines, and the booster station; (6) Specialized technical services; (7) In addition to the explicitly stated requirements, the contract covers all aspects related to the project, including but not limited to the procurement and supply of all equipment and materials, construction and installation works, project management, commissioning, trial operation, handover for production, training, acceptance procedures, and services during the project's quality warranty period.
