For two consecutive days, two high-performance axial flow pumps, urgently deployed, have been stationed at a critical waterlogging point in Aji Town, Tieling County, operating around the clock. This effort has bought valuable time to reduce losses and preserve seedlings across tens of thousands of acres of flooded rice paddies. As a low-lying area within the county, Aji Town acts like a basin collecting water, experiencing severe waterlogging in farmland during this round of rainfall.

Statistics from the Provincial Department of Agriculture and Rural Affairs show that as of July 15th, the ongoing heavy rainfall has affected approximately 2.9 million mu (about 193,000 hectares) of crops across the province. Additionally, there have been impacts including flooded protected agriculture facilities, livestock deaths, damaged animal pens, and aquaculture losses. Currently, the Provincial Department of Agriculture and Rural Affairs is conducting twice-daily assessments of disaster situations in crop farming, protected agriculture, animal husbandry, and fisheries. This allows for dynamic monitoring of damage and material reserves to sort out and coordinate support needs by sector.

Corn and rice are the province's primary grain crops, and they are currently in a critical growth stage. The sustained heavy rainfall has caused waterlogging in low-lying farmland, adversely affecting grain production. Localities are seizing the post-rain sunny weather window to fully engage in dredging ditches and draining farmland. The goal is to minimize the duration crops are submerged in water and reduce yield losses to the greatest extent possible. As of the 15th, the province has completed 2,035 kilometers of ditch dredging and drained water from 532,700 mu (about 35,500 hectares) of farmland.

Simultaneously, technical guidance services for disaster resistance and self-recovery in crop farming and animal husbandry are being intensified on the production front. The day after the heavy rainfall ended, an expert team from the Provincial Academy of Agricultural Sciences' Saline-Alkali Land Institute went into the field. They conducted specialized technical guidance for "resisting adversity, reducing disaster, and promoting harvest" in areas like Xi'an Town, Dongfeng Town, and Qingshui Town in Panshan City's Dawa District. In the fields, experts examined the flooding levels in different paddy areas and the growth condition of rice after submersion, providing face-to-face instruction on emergency management and protection measures. Many local agriculture departments are also using online channels like websites, official social media accounts, and association groups to issue technical guidance for disaster resistance, self-recovery, and production restoration. They have mandated that this information be relayed immediately to towns, villages, and individual households to guide farmers in scientifically managing their fields.

The period following a major flood is also a critical time for preventing and controlling animal diseases. Provincial agricultural authorities are instructing affected counties and districts to promptly collect and dispose of dead livestock and poultry, transporting them to centralized harmless treatment facilities. This is to strictly prevent the spread of pathogens and their entry into the market. Various localities have also initiated comprehensive cleaning and disinfection of livestock pens, slaughterhouses, and other sites. They are increasing monitoring and inspection in high-risk areas to strictly guard against the risk of zoonotic diseases such as anthrax and tetanus.
