The company boasts a substantial registered capital of 1.7 billion yuan. Its business scope encompasses information system integration services, aviation business services, and the sales of intelligent unmanned aerial vehicles. The company's shareholding structure features a collaborative model of "state capital plus a telecom giant," reflecting a government-enterprise partnership to drive industrial development.

The shareholder lineup is notably extensive, featuring China Mobile Communications Group Hebei Co., Ltd. alongside several secondary companies under China Xiong'an Group. These include: Xiong'an Group Digital City Technology Co., Ltd., China Xiong'an Group Infrastructure Construction Co., Ltd., China Xiong'an Group Ecological Construction Investment Co., Ltd., Xiong'an Xiongshang Development Co., Ltd., China Xiong'an Group Water Co., Ltd., and China Xiong'an Group Smart Energy Co., Ltd..

Xiong'an Group Digital City Technology Co., Ltd. serves as the largest shareholder, representing the official background of the Xiong'an New Area. It is responsible for digital infrastructure like smart city projects, which aligns closely with the core needs of the low-altitude economy, such as airspace management and data platforms.

China Mobile Communications Group Hebei Co., Ltd. is the second-largest shareholder. The entry of this telecom leader will provide critical technological support for the low-altitude economy, including 5G networks, the Internet of Things, and cloud computing. China Mobile has previously been deeply involved in developing national standards for low-altitude operations and was a pioneer in proposing a "four-code integration" regulatory scheme to build a full-lifecycle identification system for drones.

Previously, Xiong'an Group had already collaborated with China Mobile to establish a low-altitude management system described as "1 center + 1 platform + N scenarios," integrating business systems across 16 departments including public security and traffic management. Among the remaining six shareholders, five are wholly-owned subsidiaries of China Xiong'an Group Co., Ltd. The remaining one is also a state-controlled enterprise.

The business scope of Xiong'an Low-Altitude Economy Industrial Development Co., Ltd. is divided into two categories. The first includes general items such as information system integration; technical services and development; aviation business services; sales of aviation transport equipment; data processing; software development; sales and manufacturing of intelligent unmanned aerial vehicles. The second category comprises licensed projects, including general aviation services, public air transport, flight training, surveying and mapping services, construction project work, urban distribution transport, civil airport operations, and internet information services.

The chairman and legal representative of the company is Zhang Shuai, with two other directors, Bai Hua and Yang Yue. Public records show Zhang Shuai joined Xiong'an Group in July 2018, working in departments including planning and construction coordination, infrastructure construction, and digital city companies. Bai Hua previously served as deputy general manager at China Mobile's Zhangjiakou branch and as the overall head of low-altitude operations services for China Mobile in the Xiong'an New Area. Yang Yue joined Xiong'an Group in July 2019.

Details of the New Entity

According to industrial and commercial information, Xiong'an Low-Altitude Economy Industrial Development Co., Ltd. was established on June 29, with its legal representative being Zhang Shuai and its registered address in Rongcheng County, Hebei Province.

From an equity structure perspective, the company has seven shareholders. Among them, China Mobile Communications Group Hebei Co., Ltd. holds a 26% stake, with a subscribed capital contribution of 44.2 million yuan. The remaining shares are distributed among several core secondary companies under China Xiong'an Group.

Specifically, Xiong'an Group Digital City Technology Co., Ltd. is the largest shareholder with a 31% stake. China Xiong'an Group Infrastructure Construction Co., Ltd. holds 17%. The remaining stakes of 8%, 8%, 5%, and 5% are held by the ecological construction investment, commercial development, water, and smart energy companies, respectively.

What does this signify? It means that from its inception, this company carries the dual advantages of "Xiong'an DNA" and "China Mobile technology."
