The initiative centers on creating a dedicated team of provincial-level public welfare hosts. By strengthening the link between production and sales, the program seeks to broaden the upward channels for agricultural goods. It also aims to elevate the brand influence of Shanxi's specialty agricultural products, thereby driving income growth for farmers and supporting the consolidation of poverty alleviation achievements.

The recruitment is open to all online streamers within the province who are committed to public welfare causes related to agriculture. Applicants must meet several criteria to be considered for the program.

First and foremost, candidates must hold firm political convictions and maintain a strong ideological foundation. They are expected to adhere to correct political and public opinion directions, support the Party's theories and policies, and actively promote positive energy. Additionally, applicants should possess high moral standards, comply with relevant laws and regulations, and have a clean legal and credit record. A passion for agriculture and a strong sense of social responsibility are also essential, as is a willingness to participate in rural development and public welfare activities.

From a technical standpoint, applicants must have a legally compliant, real-name verified livestream account with good operational status. Their daily live content should focus on promoting agricultural products, and they should have demonstrated experience in livestream selling. As for audience reach, the general standard is a follower count of at least 10,000 on their personal account. However, exceptions may be made for those with a strong willingness to participate but smaller followings, based on an evaluation of their professional livestream skills, sales potential, content quality, and overall performance.

Selected hosts will receive comprehensive support from the Department of Commerce across several key areas. The Department will facilitate connections between hosts and agricultural production bases, cooperatives, major growers, and processing companies, ensuring access to quality supply sources and expanding market reach for both farmers and businesses. Free training sessions and mentorship services will be provided to enhance hosts' technical skills, alongside opportunities for experience sharing and field visits. To improve working conditions, the Department will supply necessary livestream venues and equipment based on actual needs.

Publicity efforts will be intensified through various media platforms to highlight the work of outstanding hosts and their successful cases, thereby boosting their social recognition and credibility. Furthermore, hosts will be invited to participate in agricultural product fairs and special livestream events both within the province and beyond. The program will also encourage deep collaboration with well-known e-commerce platforms, creating broader development opportunities for all participants.
