In recent years, Guiyang and Gui'an have adopted the "Five Ones" grassroots party-building initiative as their overarching framework, deepening the "1+1" development model that combines village collective economic organizations with collectively-controlled mixed-ownership companies. This has guided village collectives to adapt to local conditions—farming where agriculture suits, business where commerce suits, and industry where manufacturing suits—breaking development stalemates, activating resource factors, and broadening income channels. Various localities have carved out distinctive income-boosting paths based on their village conditions: Xiniu Village in Qingzhen City focuses on agricultural machinery socialized services, deepening farmland trusteeship and drone plant protection operations, with services radiating to surrounding cities and counties and annual revenue reaching 3.1 million yuan; Lanni Village in Huaxi District is developing rural cultural tourism supporting industries, establishing a tourism service company to operate passenger transport; and Caishui Village in Xifeng County innovatively adopted a "721" income distribution model, allowing villagers to enjoy the dividends of industrial development and greatly mobilizing their enthusiasm for participation.

Lianhua Village: Balancing Income and Livelihood

Under the clear autumn sky, the broiler chicken farm in Lianhua Village, Zhanjie Town, Qingzhen City, sees its livestock thriving. The long-idle collective site, after renovation and upgrading, has been rejuvenated with new vitality. By revitalizing existing assets and cultivating specialty industries, this village has carved out a stable and sustainable path towards enriching the village and its people. Lianhua Village possesses a solid collective asset base, with total collective assets of 11.0367 million yuan, including 4.7677 million yuan in operating assets. To maintain the bottom line of collective development, the village regularly standardizes the management of "three assets," hiring third-party institutions to manage accounts, implementing dedicated account management and dynamic supervision, ensuring that every collective asset and every yuan of income remains clear, transparent, and appreciates in value.

"The collective economy is not 'paper wealth'; it must ultimately translate into increased villager income and improved rural quality," stated Chen Dan, the village's Party branch secretary and village committee director. Leveraging its resource advantages, the village innovatively promoted a dual-wheel drive model of "asset leasing + shareholding dividends." On one hand, it strengthened the core broiler chicken farming industry through village collective control and voluntary villager shareholding, while simultaneously leasing out sites to gain dual income from rent and dividends. On the other hand, it comprehensively revitalized idle collective sites within the village, attracting outside investment through leasing to broaden income channels, securing a stable annual operating income of 408,000 yuan. With stable industry and tangible dividends, Lianhua Village conducted its annual dividend distribution earlier this year, with collective income primarily allocated to village public welfare projects, infrastructure maintenance, and industrial iteration and upgrades. Villagers who have invested in shares can both earn wages by working in the industry and enjoy share dividends, genuinely sharing in the fruits of rural development, which continuously enhances their sense of happiness and belonging. The standardized and transparent management model, coupled with stable and sustainable income channels, allows Lianhua Village's collective economy to thrive steadily, serving as a solid pillar for rural governance and livelihood improvement. "The breeding farm is at our doorstep. We can work nearby, and by investing, we get dividends. The village's infrastructure and livelihood benefits are also getting better and better," said shareholder farmers at the dividend distribution site earlier this year. Collective income continuously feeds back into rural construction, from minor road repairs and garbage collection to major industrial upgrades, converting the returns on collective assets into tangible livelihood benefits for every household.

In 2025, the city's village collectives achieved operating income of 150 million yuan, with 135 villages completing their annual dividend distributions. Villagers achieved diversified income growth through "wages from work + land rent + share dividends + universal benefits." The collective economy has become the core driver for Guiyang and Gui'an in advancing rural revitalization and achieving common prosperity. A relevant official from the Guiyang Municipal Bureau of Agriculture and Rural Affairs stated that in the next steps, Guiyang and Gui'an will continue to deeply cultivate the "1+1" new rural collective economic development model, strengthen standardized management of collective "three assets," and improve risk prevention and benefit linkage mechanisms.
