Haidian District Leads Beijing in Comprehensive Rural Revitalization Index

Data indicates that Haidian District's comprehensive rural revitalization development index has reached 79.58, ranking 39th nationwide among all districts and counties, and first among Beijing's 13 agricultural districts. In 2025, the district's total output value of agriculture, forestry, animal husbandry, and fishery saw a year-on-year increase of 9.7%, with grain output doubling compared to the end of the "13th Five-Year Plan" period.

Grain and vegetable production targets have been exceeded for five consecutive years. The district currently has 21,800 mu of cultivated land and 11,000 mu of permanent basic farmland. Leveraging its concentration of universities, research institutes, and technology companies, Haidian is making agricultural technology innovation a key driver of its rural revitalization efforts.

According to the Haidian District Agriculture and Rural Affairs Bureau, the district is home to research institutions like China Agricultural University, the Chinese Academy of Agricultural Sciences, and the Beijing Academy of Agriculture and Forestry Sciences, as well as universities such as Tsinghua University and Beihang University. The area boasts 23 national key laboratories in the agricultural field and 56 academicians working in agriculture-related disciplines. Haidian has 188 agricultural technology companies, including 83 above-designated-size enterprises.

The supply of agricultural technology achievements continues to grow. In 2024, Haidian accounted for over 60% of Beijing's invention patent applications in the agricultural field, holding 4,320 valid high-value invention patents, which also represents over 60% of the city's total. Of the 15 agricultural large models released nationwide in 2025, research institutions in Haidian contributed 8. The total seed sales revenue of crop seed enterprises in the district reached 5.191 billion yuan, making up 58% of Beijing's total.

A number of agricultural technology achievements have already been applied in the field. In the core rice-growing area of Shangzhuang, IoT sensors, Beidou navigation, and unmanned tractors are used throughout the entire process of plowing, planting, managing, and harvesting. A 405-mu smart farm requires only one person to manage daily operations, saving over 30% in both water and fertilizer and reducing labor costs by 80%. Meanwhile, work continues on the purification and rejuvenation of traditional rice varieties like Yanmi and Zijinggu.

In November 2025, a production-type vegetable unmanned farm was put into operation in Taizhouwu Village, Wenquan Town. Technologies such as new energy-powered unmanned seeding, air-suction precision seeding, and dual-machine collaborative intelligent harvesting were deployed there. The unmanned tiller can achieve centimeter-level positioning with an operating efficiency roughly 10 times that of manual labor, while the unmanned seeder can cover 75 mu per day, improving efficiency by nearly 20 times.

At the Cuihu Smart Agriculture Innovation Workshop in Shangzhuang Town, a 20-million-square-meter intelligent connected greenhouse was built within an 878-mu park. It utilizes technologies like intelligent environmental control, precise water and fertilizer irrigation, coconut coir soilless cultivation, and bumblebee pollination. The Haidian District Agriculture and Rural Affairs Bureau has also collaborated with research teams to develop strawberry-picking robots, as well as tomato spraying and pollination inspection robots. The strawberry-picking robot's damage rate for ripe, fresh-eating strawberries is controlled to within 3%. 31 sets of these robots have been promoted and deployed across five provinces and cities nationwide.

To promote the transformation of achievements, Haidian has established an Agricultural Technology Innovation Federation to foster collaboration between research institutions and technology companies, and has created a "industry management plus street/town jurisdiction" linkage service mechanism. In 2024, the Haidian district government budget allocated special funds for agricultural technology innovation for the first time. By 2026, the smart agriculture supervision platform had been connected to over 1,300 facility greenhouses and 38 farmland IoT monitoring points. Relevant departments have also conducted concentrated visits to agricultural companies, collecting over 70 requests for support and applying for 16.4635 million yuan in modern biological breeding incentive funds.

According to the Haidian Agricultural Technology Development Plan, the district aims to build a "1+3+X" system. This involves constructing one modern agricultural technology innovation system, focusing on three directions: smart agriculture, intelligent manufacturing, and synthetic biology, and implementing several supporting optimization measures. The plan also sets a target of cultivating 2 to 3 leading agricultural technology enterprises by the end of the "15th Five-Year Plan" period.
