The Beijing Intellectual Property Office has recently selected 160 patent open license projects from key industrial sectors, including next-generation information technology, high-end equipment manufacturing, and new materials, to form and publish the first batch of centrally promoted patent open license project list for 2026. This initiative aims to facilitate the effective implementation of the patent open license system and promote the transformation and application of patents within the city.
Starting from the date of this notice, various intellectual property operation service platforms, management institutions for SME intellectual property cluster development zones, and public intellectual property service institutions in Beijing can promote the patent project information from the list to small and medium-sized enterprises within their respective service industries and regions that have a corresponding intellectual property foundation. For those that reach a license agreement, they should promptly handle the patent implementation license contract filing procedures in accordance with the law. All science and technology parks, industrial parks, technology incubators, and management and operation institutions of maker spaces, as well as market-oriented intellectual property service institutions, are encouraged to participate in the centralized promotion of patent open license projects.
According to the list, the 160 patent open license projects announced this time come from research institutes and enterprises such as Peking University, Beihang University, Beijing Technology and Business University, Beijing Shougang International Engineering Technology Co., Ltd., Beijing Wangzhi Tianyuan Big Data Technology Co., Ltd., and the China Meat Research Center. The payment methods for usage fees include various options such as free of charge, an upfront fee plus royalties, and a one-time lump sum payment.
