A startup founder in Beijing previously faced a significant hurdle when registering a company, particularly for ventures in cutting-edge fields like artificial intelligence and quantum information, where finding the exact business scope description in the standard directory was nearly impossible. This challenge, which once caused considerable frustration for new businesses, is now being systematically addressed.

The Beijing Municipal Market Regulation Bureau has introduced an innovative reform focused on standardizing business scope registration. By deepening institutional rule innovation, the bureau aims to resolve the difficulties that emerging industries, future industries, and AI OPC companies face when selecting their registered business scope, establishing a replicable "Beijing model" for other regions to follow.

To bridge the gap between traditional registration models and the rapidly evolving nature of frontier industries, the bureau has launched 40 themed business scope packages tailored for emerging and future sectors, alongside 17 additional packages specifically for AI OPC companies. These comprehensive packages encompass more than 600 standardized business descriptions, effectively providing entrepreneurs with a pre-set "menu." Instead of searching through extensive lists item by item, founders can now simply select a suitable package to complete their registration scope.

A representative from the bureau explained that this feature is deeply embedded within the business registration system, allowing companies to choose with a single click and make dynamic adjustments as needed. For instance, a newly established artificial intelligence company can now select options like "OPC Intelligent Agent Development Company" or "OPC Algorithm Service Company" within the system, which automatically matches multiple standardized descriptions including AI application software development and internet data services. This streamlined process dramatically reduces the filling time from at least half an hour to just a few minutes.

The slow pace of updating standard directories compared to rapid industrial iteration has been a national challenge. In response, the Beijing bureau has innovatively established a special business project description directory with a routine update mechanism. This framework clarifies the mapping between special descriptions and standard entries, simplifies the registration process, and enables features like online declaration and instant public disclosure. For companies involved in embodied intelligence technology, past registrations were limited to vague terms like "intelligent robot R&D," making it difficult for clients and partners to distinguish them from traditional industrial robot firms. This ambiguity increased communication costs and lowered efficiency.

Now, through the special project disclosure feature, companies can showcase detailed business activities such as "humanoid robot joint module R&D" or "bionic dexterous hand design" directly on the electronic business license's corporate QR code. Partners and customers can scan this code to gain a clear and immediate understanding of the company's specific capabilities, significantly improving business connectivity. To date, over 29,000 special business descriptions have been cataloged, spanning 18 categories of the national economy, which not only brings convenience to businesses but also enhances overall market transparency.

Beyond the registration stage, the bureau has leveraged business scope data to create precise company profiles and launched an innovative value-added service called "eCeDa." This service enables smart matching and targeted delivery of favorable policies, integrating public information and policy modules directly into the electronic business license's corporate QR code. One company executive noted that previously, they had to actively search for policies and apply through various departments. Now, the system proactively pushes relevant policies directly to their mobile devices, allowing them to view details with a single tap.

This reform facilitates the direct and swift delivery of business-friendly policies, using data to bridge the final step of service and allowing companies to tangibly benefit from policy advantages. The bureau representative stated that future efforts will continue to deepen the business scope standardization reform, continuously optimize the content of packages and the special project directory, and further unlock the value of data. This initiative is part of a broader effort to create a more convenient, transparent, and predictable business environment for all market entities, including those in emerging and future industries.
