G20 Summit Widens Rifts Between Washington and Berlin Over Yen Policy and Russia Talks

Fresh divisions between the United States and Europe have come to the fore during the G20 meetings, with tensions escalating beyond traditional trade disputes.

According to sources cited by Bloomberg on September 3rd, American officials have voiced grievances to the German government through multiple diplomatic channels. The complaints center on two key issues: Bundesbank President Joachim Nagel's public criticism of Washington's recent currency intervention that involved selling euros to support the yen, and German Finance Minister Christian Lindner's assertive approach towards the United States on Russia-related matters.

These frictions surface at a time when transatlantic relations are already strained over trade policies and the Ukraine conflict. Earlier this week, Russian Finance Minister Anton Siluanov's unexpected invitation to the US-hosted G20 finance ministers' meeting had already sparked discontent among European nations. Bloomberg's latest revelations indicate that disagreements have now extended into the realm of exchange rate policy, leading to direct confrontations between German and American officials during the summit.

Germany Criticizes Lack of Coordination on Euro Sales

Bloomberg reports that the US Treasury has lodged complaints with Germany through several channels regarding Nagel's remarks. During an interview in North Carolina, the Bundesbank chief stated that Washington should have coordinated with European partners before selling euros in support of the yen. These comments directly address America's recent foreign exchange operations aimed at bolstering the Japanese currency. Nagel argued that such significant market interventions should not proceed without prior consultation with European allies.

Neither the German Finance Ministry nor the Bundesbank offered comments on the matter, while the US Treasury did not immediately respond to Bloomberg's request for comment.

German Minister Declines Photo Opportunity with Russian Counterpart

Beyond currency concerns, Bloomberg highlighted that US Treasury Secretary Scott Bessent has also taken issue with Lindner's firm stance on Russia. The unexpected presence of Finance Minister Siluanov at the G20 gathering, invited by the United States as this year's rotating chair without full consultation with other members, became a focal point of controversy. Lindner publicly expressed his displeasure, stating he was "annoyed" by the decision, viewing the invitation as an attempt to "normalize" relations with Russia while the conflict in Ukraine continues.

This discord culminated during the traditional group photograph. Bloomberg reported that Lindner refused to participate in the photo session alongside Siluanov, a move backed by other European attendees. Ultimately, Siluanov did not appear in the final photograph.

Contradictory Accounts of In-Meeting Conduct

The standoff between American and German officials also played out within the meeting rooms. After the German delegation departed, Bessent publicly described Lindner's behavior during one session, claiming the German minister "stood up and turned his back" while the Russian finance minister was speaking. However, individuals familiar with the matter disputed this portrayal, suggesting that Lindner had actually engaged directly with Siluanov during the meeting, urging Russia to end the war in Ukraine.

This discrepancy illustrates that the two nations not only disagree on Russia's inclusion in the G20 but also have differing recollections of how events unfolded in the room.

Bessent did hold bilateral talks with Siluanov. Washington's signal indicates that Russia cannot expect economic relief or other agreements until the conflict ends, yet the US still seeks direct engagement to advance the Trump administration's peace agenda. This approach contrasts sharply with the stance of Germany and other European nations, who prefer to continue isolating Russia through economic and diplomatic pressure.

Press Access Becomes Another Point of Contention

Disputes between Berlin and Washington are not confined to monetary policy and Russia. Bloomberg noted that Lindner, around the time of the G20 meetings, also criticized the US Treasury's restrictions on journalist access. He deemed it "unacceptable" to bar "individual reporters" or even "entire news organizations" from covering the event, insisting that journalists should be able to report on the proceedings "openly and freely." Prior to the summit, the German Finance Ministry made high-level diplomatic efforts to reverse the denial of credentials for journalists accompanying their delegation. As it stood, only one of two requested journalists received accreditation for the G20.

Bloomberg reported that the US Treasury had earlier declined accreditation for reporters from several outlets, including its own news service and The Wall Street Journal.

Economic Policy Reflecting Broader Transatlantic Tensions

The dispute over the Russian finance minister's attendance, which provoked public criticism from Germany and other European countries earlier in the week, has attracted widespread media attention. Deutsche Welle reported that the US invitation to Siluanov and the restrictions on press access have caused unease among Germany and other European nations. The Wall Street Journal noted that disagreements over Russia have cast a shadow over the G20 meetings, which were otherwise intended to coordinate on global growth, debt, and other economic issues.

Bloomberg's latest findings underscore how the conflict between Germany and the US has deepened, now touching upon exchange rate policy. On one hand, the head of Germany's central bank questions America's currency operations supporting the yen, arguing that Washington should coordinate with its European partners in advance. On the other, the US expresses dissatisfaction with Germany's hardline position on Russia. With the return of the Trump administration, the spectrum of transatlantic differences has widened from conventional trade and security concerns to encompass currency policy, Russia strategy, and the broader governance of the global economy.
