Beijing E-Town Targets 1 Trillion Yuan in Industrial Output by 2030

By 2030, the Beijing Economic-Technological Development Area (E-Town) aims to achieve an industrial output value of 1 trillion yuan. This ambitious goal was outlined during a "15th Five-Year Plan" themed press conference on July 27th, as reported by local media.



During the "15th Five-Year Plan" period, E-Town will focus on next-generation intelligent manufacturing as its main direction. This strategy will drive a dual-engine approach combining advanced manufacturing with modern services. By 2030, the area is expected to foster eight industrial clusters each valued at over 100 billion yuan, with total industrial output reaching 1 trillion yuan. High-tech manufacturing will account for more than half of the output value from enterprises above a designated size, and the number of national-level smart factories and green factories is projected to reach 100.



Robotics and AI as Core Drivers

E-Town will leverage artificial intelligence as a core engine, implementing an "AI+" action plan. This initiative emphasizes full-stack autonomy, all-scenario perception, and enterprise-wide application, aiming to build a globally influential AI city. By 2030, the area's intelligent computing power is targeted to reach 100,000 Petaflops, with over 60% of manufacturing enterprises above a designated size adopting AI technologies.



Strengthening Three Pillar Industries

The development area will reinforce its three dominant industries: integrated circuits, biomedicine, and intelligent connected vehicles. By 2030, the annual passenger car production in E-Town is expected to exceed 1.3 million units.



Expanding Four Emerging Pillar Industries

E-Town will also expand four emerging pillar industries. In the robotics sector, the production capacity is projected to reach 500,000 units by 2030, with 600 robots per 10,000 employees in manufacturing enterprises above a designated size. The area will continue to build robotics innovation platforms and enhance the brand of the humanoid robot half-marathon event.



For intelligent terminals, E-Town will become a global hub for AI terminal product definition and intelligent manufacturing. An intelligent terminal industry street will be established, focusing on new devices like smartphones and smart glasses, with the goal of seeing over 1,000 "E-Town first-launch" AI terminals.



In the aerospace technology sector, the goal is to create an industrial cluster featuring "thousands of enterprises, thousands of satellites in orbit, and hundreds of billions in revenue," with high-standard construction of an aerospace district.



In the advanced energy sector, the focus will be on breakthroughs in core technologies like solid-state batteries for new energy storage. A national-level wind power technology innovation center will be built, along with pilot platforms for space-based photovoltaics, perovskite, and other advanced energy solutions, to establish a new energy system.



Forward-Looking Future Industries

E-Town will also strategically deploy future industries, including breakthroughs in 6G communications, quantum information, brain science and brain-computer interfaces, biological manufacturing, fusion energy, and new materials. Proactive planning will cover optoelectronics, fourth-generation semiconductors, digital cells, artificial life, and atomic-level manufacturing. By 2030, the area aims to cultivate a number of nationally leading future industry innovation clusters and strive to become a national-level future industry pilot zone.



Currently, E-Town accounts for nearly a quarter of the city's enterprises above a designated size in future industries. It has gathered over 800 core AI industry chain enterprises, more than 300 robotics and intelligent manufacturing companies, and 75% of the nation's commercial rocket integrators. The area has also established the Beijing-Tianjin-Hebei region's first embodied intelligence super factory and the city's first token factory. E-Town has been officially approved as a municipal-level future industry pilot zone, forming a source of innovation with industry influence.



City as a Living Lab for Innovation

E-Town will use the entire city as a city-level testing platform for future industries. This includes implementing an embodied intelligence social experiment plan, launching robot 4S stores, robot restaurants, and robot community elderly care stations. The area will also pioneer competitions like the humanoid robot half-marathon, hotel robots, and garden robots to test core capabilities like autonomous navigation and motion control under real-world conditions, driving industry-wide technical standard development.



E-Town has created the nation's first high-level autonomous driving demonstration zone, advancing the coordinated development of intelligent connected vehicles and smart cities into Phase 4.0. Over 1,500 vehicles have been deployed, covering more than 62 million kilometers, providing a critical platform for frontier technologies to transition from the lab to the real world.



Transitioning from Lab to Market

The development area will accelerate its role as a main platform for the International Science and Technology Innovation Center. It will strengthen demand-driven research planning, increase basic research investment, and support leading enterprises in forming innovation consortia. By 2030, the total number of national and municipal-level R&D institutions is expected to exceed 600, with over 3,000 national high-tech enterprises and 250 national-level "Little Giant" specialized and new enterprises. The area aims for 5,000 new tech enterprises annually and 200 authorized invention patents per 10,000 employees.



E-Town will build a full-chain incubation service system covering "concept verification, technical services, prototyping centers, and pilot bases." It will accelerate the construction of a venture capital cluster, enhance cooperation with world-renowned tech parks, and host major events like the World Robot Conference. By 2030, the fund size of the venture capital system is expected to reach 200 billion yuan.



Optimizing Business Environment and Infrastructure

During the "15th Five-Year Plan" period, E-Town will add over 500 million square meters of industrial space through urban renewal and 500 hectares of industrial land through land reserves. It will increase the supply of standard factories, professional incubators, and high-level industrial parks, while strengthening the supply of innovation elements like data, computing power, and models to reduce overall business costs.



E-Town will accelerate the gathering of high-level institutions such as multinational company regional headquarters, functional headquarters, and foreign R&D centers, aiming to become a premier destination for foreign investment. It will strive to form two 100-billion-yuan export clusters in automotive parts and electronics. By 2030, the cumulative utilized foreign capital is expected to double, with the number of foreign R&D centers reaching around 180.



In terms of Beijing-Tianjin-Hebei coordinated development, E-Town will establish an industrial spatial layout of "one core, two axes, and three zones." This includes focusing on frontier technologies and high-end elements to create an innovation core, developing industrial innovation axes for the southern capital and the Beijing-Tianjin-Hebei region, and promoting the linked development of a high-end manufacturing cluster, a smart economy demonstration zone, and an international innovation ecology zone.



Building a Livable Community

Over the next five years, E-Town will balance a "tech vibe" with "local charm," creating a happy living circle close to home. This includes strengthening childcare services, building and renovating 11 schools like the Beijing Normal University Affiliated High School E-Town Campus, and adding over 20,000 basic education degrees. The construction of new hospitals, including the Children's Hospital's new campus and the third phase of Tongren Hospital E-Town Campus, will be accelerated.



A multi-tiered housing security system featuring "a bed, a room, and a house" will be improved, with an expected addition of over 16,000 units of government-subsidized rental housing. In cultural, commercial, tourism, and sports integration, facilities like the Yicheng Bookstore, Yicheng Theater, and Tongming Lake Grand Theater will be put into use, along with the development of cultural formats like national trend experiences and immersive performances.



E-Town will also enhance its convenient transportation network, densifying the rail transit system. This includes advancing the connection of Yizhuang Line, Line 5, and Line 10, and starting construction on the second phase of the Intercity Railway Connector. The area will create vibrant urban micro-centers around key rail stations like Beishenshu and Jiahuihu, and improve external connectivity by upgrading the Fifth Ring Road and expanding the Beijing-Shanghai Expressway.
