On an early summer morning, the TEDA MSD in Tianjin Economic-Technological Development Area's core district is already bustling. Office building lobbies fill with people as turnstiles beep and elevators shuttle; business discussions echo through connecting corridors and meeting areas. The hurried footsteps of professionals, efficiently operating workplaces, and dynamic partnership negotiations compose a vibrant prelude to the tower economy's day.

With brisk steps, Tong Yuhan, deputy secretary of the Youth League Committee at China Oil & Gas Pipeline Network Corporation's LNG management company, enters her office in TEDA MSD's H1 tower to begin the workday.

In 2024, Tianjin municipality signed a cooperation framework agreement with China Oil & Gas Pipeline Network Corporation. Currently, five of the corporation's secondary units have established operations in TEDA MSD, creating over 2,000 high-end positions and attracting numerous upstream and downstream enterprises from the industrial and supply chains.

During the initial relocation phase, Tong Yuhan collaborated with TEDA officials on settlement matters. "The development area established dedicated service teams that proactively addressed everything from company registration and project approvals to employee living arrangements," Tong noted. "The corporation's operations here span construction, operations, maintenance, and R&D sectors. Having multiple units in adjacent floors, along with supporting enterprises nearby, enables efficient communication and cooperation - providing strong support for future development."

Revitalizing existing assets requires focusing on vitality, with development as the ultimate goal.

TEDA MSD encompasses 1.25 million square meters across 16 office towers and commercial facilities. Unlike complete "replacing old growth drivers" transformations, the project aims to revitalize approximately 20% of vacant space while enhancing overall project quality.

How are dormant assets transformed into premium assets? The development area's strategy involves "first attracting leading enterprises, then gathering supporting industries," with particular focus on TEDA MSD's already substantial modern services sector.

"We created industrial maps covering 99 central state-owned enterprises and conducted targeted investment promotion based on existing TEDA MSD tenants," explained Shi Guojun, a representative from operator Tianjin TEDA Development Co. "Our goal is clustering upstream and downstream enterprises within the same building, creating industrial synergies where 'neighboring floors mean connected supply chains.'"

Major central SOE projects including China Oil & Gas Pipeline Network Corporation and China Energy Investment Corporation have established operations, creating significant clustering effects that attracted over 50 petrochemical enterprises to TEDA MSD, forming complete industrial chains spanning design, consulting, trade, and logistics.

Zhongkong Innovation Energy Technology, a control systems supplier for pipeline networks, exemplifies this dynamic. "Leveraging our parent company's industrial AI foundation and full-chain digital capabilities, we focus on core requirements of leading pipeline enterprises," said Yang Chuang, the company's representative. "TEDA MSD's outreach provided opportunities to serve key pipeline projects nearby, opening new development prospects."

This symbiotic relationship between spatial resources and industrial ecosystems enables continuous revitalization breakthroughs, comprehensively upgrading the region's modern services sector.

By 2025, TEDA MSD secured 149 projects, revitalizing 194,400 square meters of space. Last year, FAW Toyota's sales headquarters established operations here, generating 540 million yuan in tax revenue within six months. JD.com's consumer finance division completed restructuring, effectively utilizing financial licenses. Early this year, Offshore Oil Engineering's Middle East project cluster occupied nearly 10,000 square meters.

Throughout 2025, the development area revitalized 267 hectares of land and 624,300 square meters of state-owned properties, generating 5.379 billion yuan in revitalization revenue. Key service industries achieved 4.1% year-on-year revenue growth in this year's first quarter.

Moving beyond basic revitalization to efficiency enhancement, the development area extends its vision beyond producer services to continually upgrade consumer services as another growth engine energizing regional vitality.

On weekends and holidays, JD.com MALL's Tianjin Binhai store in TEDA MSD becomes a popular destination. Since its National Day holiday debut last year, the store generated hundreds of millions in revenue while attracting complementary dining and entertainment venues.

"Our first-quarter sales exceeded 100 million yuan," said store manager Xu Xingyun. "During May Day holidays, joint promotional vouchers with the development area boosted turnover past 20 million yuan, further stimulating consumer markets."

Through asset renewal and industrial clustering, vibrant ecosystems emerge.

"Guided by tailored approaches, we're advancing manufacturing-service integration through themed buildings, specialized parks, and key projects," said Yang Lin, deputy director of TEDA's administrative committee. "We're strengthening tech services and modern finance while developing new formats like innovative consumption and flagship store economies, upgrading producer services toward specialization and high-value chains, and enhancing consumer services for quality, diversity, and convenience."

By leveraging leading enterprises' influence, optimizing existing assets, and enhancing services, TEDA transforms "vertical collaboration and industrial clustering" from blueprint to reality, making each themed building and specialized park a powerful engine for high-quality modern services development.
