Market Regulator Provides Pricing Compliance Guidance to Solar Sector

China's State Administration for Market Regulation (SAMR) has issued pricing compliance guidance to the photovoltaic (PV) industry in Yancheng, Jiangsu Province. This initiative aims to shift solar companies from competing on price to competing on quality, supporting the sector's high-quality development. The move aligns with central government directives to combat "involution-style" competition.

SAMR stressed that PV firms must fully understand the current market landscape, strengthen cost accounting management, and establish robust pricing compliance systems. Companies are urged to conduct thorough self-inspections, embrace a philosophy of compliant and rational competition, reject malicious low-price competition, and maintain market pricing order.

Leading enterprises are expected to set an example by strictly regulating their own pricing and competitive behaviors, thereby establishing industry benchmarks. Industry associations are called upon to enhance self-discipline, promote the "General Rules for Cost Accounting Models in the Photovoltaic Industry" standard, and guide companies in preventing and stopping illegal pricing practices like predatory pricing.

SAMR stated it will balance regulatory oversight with industrial development, integrating corporate cost accounting with price supervision and enforcement. It will utilize tools such as reminders, compliance interviews, and administrative guidance to steer PV companies toward standardizing their price competition. Businesses that face strong industry complaints, severely disrupt market order, or fail to rectify issues after being warned will be subject to strict legal action.
