A dedicated legal education station for the elderly has been established in the "Wulao-Xinjie" elderly care district of Beijing's Xicheng District, situated directly opposite the Xicheng District People's Court. This area provides a comprehensive, one-stop service covering medical care, nutrition, learning, recreation, and social engagement. On July 29, the Xicheng Court officially inaugurated the district's first senior-focused legal education hub within this zone, designed to dynamically collect the needs of older residents and customize legal content accordingly, while continuously expanding accessible forms of legal education. Future plans include rolling out more practical case-based activities targeting common high-frequency issues.

The "Wulao-Xinjie" elderly care district, which includes Silver Age Apartments, a parents' cafeteria, and elderly care service stations, was developed by the Xinjiekou Subdistrict as a comprehensive aging service platform integrating local resources. Guided by the needs of seniors, it coordinates efforts from businesses, social organizations, and volunteers to build a full-scenario service system spanning medical care, nutrition, learning, recreation, and social engagement. This allows elderly residents to enjoy one-stop cultural, health, and daily living services right at their doorstep.

Establishing a legal education hub within "Wulao-Xinjie" aims to simplify rights protection processes, resolve disputes locally, and prevent risks of elder abuse at their source, representing a beneficial effort to innovate judicial protection models for seniors. Hao Chengwen, Deputy Director of the Xicheng Civil Affairs Bureau, stated that the hub precisely addresses the legal needs of the elderly, including fraud prevention, support dispute resolution, inheritance rights protection, and guardianship establishment. Moving forward, the Xicheng Civil Affairs Bureau will collaborate with the Xicheng Court and the Xinjiekou Subdistrict to transform the hub into a service base with three key features: a precisely tailored "senior-friendly legal education station," a resource-coordinated "collaborative linkage station," and a risk-prevention "early warning observation station."

Zhang Chaoyang, Vice President of the Xicheng Court, indicated that the court will refine and enhance various senior-friendly judicial service measures. Using the "Wulao-Xinjie" legal education hub as a new starting point, the court will continuously enrich legal content and innovate convenient service formats to precisely match the legal needs of the district's elderly population. Following the hub's establishment, on the morning of July 29, Judge Mou Luping from the Xicheng Court's Second Civil Division delivered a lecture titled "Case Studies and Practices in Voluntary Guardianship and Estate Administration Systems" at the Xinjiekou Subdistrict Citizens Service Center. Using typical cases, Mou Luping explained the differences between voluntary guardianship and statutory guardianship in core principles, timing of establishment, guardian selection, and setup procedures, helping attendees understand how voluntary guardianship can address medical decision-making difficulties, daily care issues, and property management problems after seniors lose capacity, while also effectively reducing family disputes. Additionally, Mou Luping used case examples to clarify what makes a will legally valid and how to designate an "estate administrator."
