Taipei Mayor Chiang Wan-an Reveals Behind-the-Scenes Story of NVIDIA's Move to Taipei

The "23rd Global Views Summit 2025," organized by Global Views magazine, was held in Taipei on November 5-6, 2025. Taipei Mayor Chiang Wan-an attended and delivered a speech.

Addressing the topic of NVIDIA's establishment in the Beitou-Shilin Technology Park (Beishi Park), Chiang emphasized the city's determination with the phrase: "Success is the only option, failure is not allowed." This months-long negotiation, which captured global attention, was a critical battle involving both industrial and urban competitiveness.

Chiang revealed that when NVIDIA first contacted the Taipei City Government in May, he immediately convened Deputy Mayor Lee Szu-chien and the core team, making it clear that this was a "must-win" mission. At the time, there was widespread speculation about NVIDIA's choice of location, but Chiang stressed that this was not just about investment attraction—it was a strategic move for the city's future.

When asked whether the land issues for T17 and T18 in Beishi Park, where NVIDIA is officially settling, had been resolved, Chiang responded firmly: "Resolved!"

However, the process was not without challenges. The Taipei City Government had to coordinate with Shin Kong Life Insurance on land contracts while negotiating with the world's highest-valued tech company. Chiang admitted that differences in legal systems and investment practices existed, but he personally met with NVIDIA executives to explain Taipei's investment environment, policy transparency, and administrative efficiency, demonstrating the city's sincerity and potential. Two weeks prior, Shin Kong Life Insurance officially announced its willingness to mutually terminate the contract with the city government, for which Chiang expressed deep gratitude.

Shifting focus to the next phase of the agreement, Chiang emphasized that the city government insisted NVIDIA could not sign under a Singapore or offshore entity but must establish a legally incorporated company with substantial capital in Taipei to safeguard long-term urban interests.

Chiang pointed out that this is not just a single corporate investment but a milestone in Taipei's journey toward becoming an "AI Powerhouse." From Google, Meta, Microsoft, and Amazon (AWS) to NVIDIA, global tech giants have set up R&D hubs in Taipei, with over 60 AI-related companies now operating in the city. Chiang aims to create a "Tech Cluster" in Taiwan by linking Nangang, Neihu, and Beishi Park.

"Our goal is clear—by 2035, Taipei will rank among the world's top ten AI hubs," Chiang stated with conviction. He believes that with collaboration between government and industry, AI will not only be a technological wave but also a new engine for urban transformation.

"NVIDIA's move is just the beginning. We want the world to see Taipei as a core city in the global AI era," Chiang concluded.
