Hong Kong Transport and Logistics Bureau: Port Community System Under Construction, Expected to Launch Early Next Year

On November 5, Deputy Secretary for Transport and Logistics of Hong Kong, Liao Zhenxin, stated at the 2025 Global Supply Chain and Logistics Summit that the Hong Kong government is actively developing digital infrastructure to further advance the logistics industry. The Transport and Logistics Bureau is currently constructing a Port Community System (PCS), which is expected to be officially launched early next year.

Liao noted that the platform will provide comprehensive real-time cargo tracking and value-added services, enabling seamless data connectivity across maritime, land, and air logistics. Through the Cargox platform, a collaboration between the Transport and Logistics Bureau and the Hong Kong Monetary Authority, nearly all local banks can utilize PCS data for reliable cargo verification, simplifying financing processes and reducing credit costs for SMEs. This initiative aims to attract more cargo owners to choose Hong Kong as a transit hub.

Additionally, the Transport and Logistics Bureau has signed a memorandum of cooperation with Guangdong Electronic Port Management Co., Ltd. to introduce functions such as "single declaration for multiple reports" and pre-declaration of maritime cargo manifests. These measures are expected to significantly reduce customs clearance time and costs, enhancing efficiency for the logistics sector.
