Japanese Stocks Open Higher as Nikkei Surges Over 2% to a Three-Month High; Memory Chip Leader Kioxia Plunges After a Strong Start

Japanese stocks opened higher, with the Nikkei 225 Index climbing more than 2% to 69,751.16 points, a fresh three-month high. The Topix Index rose over 1% to 4,135.40 points. Electronics and machinery sector stocks led the gains, with Tokyo Electron and Advantest both up more than 3%, while SoftBank Group and Mitsubishi Heavy Industries also advanced.

Memory chip giant Kioxia opened higher but then plunged rapidly, falling 0.65% as of the time of writing.

On the news front, OpenAI CEO Sam Altman has diverged from Anthropic's stance on artificial intelligence risk issues. Altman stated that he does not agree that AI poses an "extremely catastrophic risk," and he holds a negative view on the risk that AI will cause severe loss of control. Altman believes that the benefits brought by artificial intelligence are sufficient for humanity to accept some risks, and he advocates that this technology should continue to be widely open to the public, rather than being strictly monopolized or centrally controlled by a few laboratories. "We believe that, for the benefits this technology brings and for the autonomy people have, the world should accept that certain negative events will occur," Altman said. "I would not accept a trade-off in which, in order to ensure that no major hacks occur, that the technology is not misused, that fraud is eliminated, and that all other negative consequences are removed, some kind of compromise is made. Because I believe that the positive outcomes people create using this technology will far exceed the negative impacts it brings, by several orders of magnitude."
