"One-Stop" Comprehensive Intellectual Property Protection Service Network Gradually Established

An official from the State Council Information Office's press conference on the "15th Five-Year Plan" series announced that 83 national-level intellectual property protection centers and 54 rapid rights enforcement centers have been established nationwide.

This forms a balanced, tiered, and clearly directed rapid collaborative protection network, offering one-stop comprehensive services like fast pre-examination, fast rights confirmation, and fast rights enforcement for innovators in local advantageous industries.

Guo Wen, spokesperson for the National Intellectual Property Administration and Director of the Intellectual Property Protection Department, stated that the protection centers now cover all strategic emerging industries and are expanding into future industries. This ensures "wherever innovation advances, intellectual property protection follows," effectively supporting independent innovation in key core technologies.

Many patents, including those for the Huajiang Grand Canyon Bridge's engineering technology, Unitree Technology's humanoid robots, Xiaomi Auto's die-casting materials, and Moore Threads' GPU technology, have improved application quality and achieved fast authorization after pre-examination by the protection centers.

Meanwhile, rapid rights enforcement centers focus on county-level characteristic industries and foreign trade light industries, building a fast intellectual property protection network covering major small commodity and fast-moving consumer goods clusters across China.

These centers are established in places like Yiwu, Zhejiang (small commodities), Danyang, Jiangsu (eyewear), Jingdezhen, Jiangxi (ceramics), and Bazhou, Hebei (furniture). This achieves "fast authorization of design patents, local dispute resolution, and local rights enforcement," effectively curbing infringement and counterfeiting within industry clusters, regulating market competition order, and supporting the transformation and upgrading of traditional county-level industries through innovation.

Guo Wen stated that during the "15th Five-Year Plan" period, the administration will further build national-level intellectual property protection centers and rapid enforcement centers at a higher quality. This will promote more coordinated and complete working mechanisms, more high-quality and precise pre-examination authorization, more timely and standardized rights enforcement assistance, and smoother and more efficient collaborative protection. This will deepen integration into major national strategies, more effectively serve the innovation and upgrading of key industries, and support high-quality economic and social development.
