All farming, breeding, and agricultural product business entities in the county: As the Mid-Autumn Festival and National Day approach, consumption of agricultural and livestock products is entering its peak season. To firmly strengthen our county's agricultural product quality safety defenses, protect the public's food safety, and maintain a stable and orderly agricultural product market during the holidays, the following production control and quality requirements are hereby notified.

1. Strictly regulate scientific drug use and adhere to input usage limits. All farming and breeding entities must strictly comply with the relevant provisions of the Agricultural Product Quality Safety Law of the People's Republic of China, insisting on scientific, targeted, and compliant use of pesticides and veterinary drugs. Pest and disease control must follow the usage and dosage specified in the instructions. It is strictly prohibited to purchase, store, or use banned and restricted pesticides, veterinary drugs, or any illegal additives. Do not exceed the scope or dosage of agricultural and veterinary drugs. Keep complete records of drug and material usage, truthfully registering the name of inputs, time of use, and dosage to ensure traceability of the entire production process.

2. Strictly implement the withdrawal period system and standardize the market listing process. For planting-based agricultural products, strictly adhere to the pesticide safety interval; for livestock and poultry farming, strictly enforce the veterinary drug withdrawal period regulations. Resolutely prevent early harvesting or premature market listing before the safety interval or withdrawal period expires, even if it means seizing holiday market opportunities or pursuing short-term profits. All production entities are encouraged to conduct pre-market self-inspection. For agricultural and livestock products found to have excessive residues during self-inspection, they must be resolutely prevented from entering the market, ensuring product safety at the source.

3. Strictly implement the commitment to compliance certificate system and fulfill origin clearance requirements. Fully implement the commitment-to-compliance certificate system for edible agricultural products. When production enterprises, cooperatives, and family farms sell agricultural and livestock products, they must issue compliance certificates in batches in a standardized manner, ensuring that certificates accompany the goods at all times. Truthfully fill in the product origin, quantity, and producer information, retain certificate issuance records for future reference, and never issue false certificates. Agricultural and livestock products without compliance certificates shall not be sold or circulated externally.

All production entities are the primary responsible parties for agricultural product quality and safety. They must earnestly shoulder the corporate responsibility and implement all safety control measures throughout the entire production process. During the holiday period, the county's agricultural and rural departments will intensify supervision, random inspections, and inspection efforts. Illegal acts such as the use of banned and restricted agricultural and veterinary drugs, failure to observe withdrawal periods, and market listing without certificates will be strictly investigated and punished in accordance with laws and regulations. All entities are requested to consciously engage in lawful production and jointly safeguard the quality and safety of agricultural and livestock products in Hualong County.
