Beijing Unveils Implementation Rules for 2026 Home Appliance Replacement and Digital Product Subsidy Program

The Beijing Municipal Government has released detailed implementation rules for its 2026 home appliance replacement and new digital/smart product purchase subsidy program. This policy aims to implement the central government's decisions on optimizing the execution of "two-new" policies, following national directives on large-scale equipment upgrades and consumer goods replacement.

The rules specify the scope and standards for subsidies. Eligible products include six categories of home appliances—refrigerators, washing machines, televisions, air conditioners, water heaters, and computers—that meet Grade 1 energy or water efficiency standards. Additionally, subsidies apply to four categories of digital and smart products—mobile phones, tablets, smartwatches/bands, and smart glasses—with a single-item selling price not exceeding 6,000 yuan. The subsidy rate is set at 15% of the final selling price after all discounts, with a cap of 1,500 yuan per home appliance item and 500 yuan per digital/smart product. Each individual can claim one subsidy per product category.

The implementation follows principles of "total amount control, balanced usage, first-come-first-served, and exhaustion upon full allocation." The process involves four steps: qualification acquisition, qualification binding, product purchase, and instant subsidy deduction. Eligible consumers must obtain subsidy qualifications through the "Jing Tong" mobile platform, with daily allocations starting at 10:00 AM. Online qualifications expire at midnight on the same day, while offline qualifications expire at midnight each Sunday. Consumers who fail to use their qualifications four times for a specific product category (counting online and offline separately) will be barred from obtaining further qualifications for that category during the policy period.

The rules strengthen corporate responsibilities and supervision, outlining eight participant obligations and four violation scenarios. Penalties include risk warnings, interviews, suspension of participation rights, recovery of subsidies, and disqualification. Business credit reports should generally be obtained from the "Credit China" official website, with alternatives available for individual businesses under special circumstances.

Funding management follows annual total amount control with monthly balanced usage. Advance settlements will be conducted during implementation, with pre-allocations to participating businesses to ease cash flow pressure. Final settlements will occur after the policy period ends.

Multiple government departments including the Municipal Commerce Bureau, Development and Reform Commission, Finance Bureau, Public Security Bureau, Market Supervision Bureau, and Government Service and Data Bureau will collaborate on implementation, fund supervision, and public communication. The Municipal Postal Administration has been assigned new responsibilities for educating employees in postal and express delivery enterprises.
