Li Shuai, the founder of Chao Fan Cross-Border E-commerce Co., is proving that success in cross-border e-commerce is achievable outside the biggest cities. In just two years, he has transformed a startup into a nearly 10,000-square-foot integrated e-commerce park and has personally guided nearly a hundred local individuals into entrepreneurship.

The Journey Home for a Fresh Start

Li Shuai, a post-90s generation entrepreneur, began his career with an international retail chain in Beijing. Coming from a rural background, he valued every opportunity, rapidly advancing from store manager to regional manager within years, gaining extensive experience in offline retail. His career later took him across northern China for franchise operations and to Guangdong to oversee national expansion at the corporate headquarters. However, the constant travel made balancing family life difficult. More critically, he recognized the industry trend of stagnating growth in purely offline retail. "Rather than sticking to the old path, it's better to switch to a new track," he concluded. Leveraging his accumulated experience in new media operations, he decided to pivot his career. In 2023, Li Shuai returned to Handan and founded Chao Fan Cross-Border, focusing on the Russian Ozon e-commerce platform.

Establishing Roots Through Meticulous Management

At its inception, the company operated only about a dozen stores from a modest 120-square-meter office. Li Shuai applied the meticulous management practices honed over a decade in physical retail directly to his cross-border venture. He was hands-on across the entire chain—product selection, content creation, store operations, order fulfillment, and overseas after-sales service. "The way you manage people, inventory, and processes in a physical store is the same way you manage cross-border e-commerce," he explained. This "physical retail approach to cross-border operations" helped him gain a solid foothold on the Ozon platform. Two years later, the company has evolved into a large integrated park, featuring dedicated zones for operations, product display, warehousing and logistics, and training classrooms. It has transitioned from a single-store operator to a comprehensive service provider offering store management, logistics, and incubation for newcomers.

Empowering Others to Take the Leap

With his own business established, Li Shuai turned his attention to a new goal: enabling more of his fellow Handan residents to benefit from cross-border e-commerce. "Many people want to get into cross-border trade, but they lack suppliers, logistics, and technical know-how; they don't even know where to start," he observed. He decided to open up his supply chain and operational expertise to foster new entrepreneurs. Actively collaborating with local colleges and professional institutions in Handan and Hubei province, he developed systematic training programs. He personally guides beginners with zero experience, teaching everything from platform navigation and product selection to traffic management and shipping logistics. The company supports trainees by providing practical workspaces, direct sourcing channels, and warehousing assistance, allowing them to start asset-light businesses from home. Over two years, nearly a hundred individuals with no prior experience have launched their cross-border ventures through his guidance. "I came from a rural area myself, and I know how hard it is for ordinary people to change their circumstances. I'm willing to teach anyone who is eager to learn," Li Shuai stated. Today, Chao Fan Cross-Border continues to refine its standardized operational and training systems. His goal is straightforward: to help more students, stay-at-home parents, and young people in Handan increase their income through cross-border e-commerce right at their doorstep. Li Shuai's journey—from a Beijing drifter to a hometown entrepreneur, and from physical retail to cross-border trade—demonstrates one clear fact: opportunity is not the exclusive domain of big cities.
