Through five years of development, Tongchuan's key industries, including aluminum-based new materials, optoelectronics, aerospace, ceramics, traditional Chinese medicine, green food, and energy building materials, have advanced with full-chain clustering, accumulating strong potential and laying a solid foundation for the "15th Five-Year Plan" development.
The scale of the aluminum-based new materials industry has expanded significantly. Three Aluminum Industry Development Conferences were successfully held, and both the Shaanxi Aluminum Industry Association and the Shaanxi Provincial Technical Committee for Standardization of Aluminum and Aluminum Processing were established in Tongchuan. The total output value of the aluminum-based new materials industrial chain reached 18 billion yuan, accounting for 33% of the city's total industrial output value.
The optoelectronics industrial chain has been continuously extended. Actively integrating into the overall "one body, two wings" layout of the provincial photon industry, nearly 30 optoelectronic enterprises have been introduced, forming a complete industrial chain from raw material preparation to chip packaging and testing. The number of pharmaceutical manufacturing enterprises developed reached 32. The Xingshengde Smart Decoction Center was built and began operations. The Yijun Lijun Traditional Chinese Medicine project commenced construction. The compound cantharides capsule from Fangzhou Pharmaceutical achieved single-product sales exceeding 100 million yuan.
The scale of the green food industry has grown. Relying on key enterprises like Yanfu Food and Dajiang Nongke, the industrial chain has been extended. Projects such as the 1.5 million-layer egg farm and the Chunlei Egg Product Food Processing project are accelerating their construction.
The energy and building materials industry has been revitalized and upgraded. LONGi Green Energy Technology's 12GW monocrystalline battery project was completed and put into production. The China Energy Construction compressed air energy storage project started construction, with the installed capacity of new energy accounting for 31% of the total. Two 10,000-ton cement production lines, owned by Jidong and Yaobai, were completed and put into operation, with average energy consumption per ton of cement being 9.41 kilograms of standard coal lower than the national standard.
Industrial parks are the "main battlefield" of economic construction. Tongchuan has continuously optimized its industrial spatial layout, gradually building a modern industrial system with distinctive features, a rational structure, and sustainable driving forces.
Entering the Yijun County Science and Technology Industrial Park, the vitality of industrial development is palpable. In the production workshop of Qinjiu, raw materials like sorghum and wheat are transformed into fragrant, excellent liquor through multiple processes including fermentation, distillation, and aging. Not far away, in the Old Beekeeper workshop, fresh honey undergoes standardized processes like purification, blending, and precise filling to become bottled honey water. Shifting focus to Wuli Town in Yijun County, rows of photovoltaic panels are neatly arranged and spread out between the mountains, continuously converting clean energy into developmental momentum. Under the photovoltaic panels, vegetable greenhouses are lush and green.
These vivid industrial scenes are a microcosm of Yijun County leveraging its unique resource endowment and deeply cultivating industrial development. Building on its agricultural and ecological resource advantages, Yijun County's cultural and tourism industry has achieved leapfrog development. It successfully created a provincial-level all-for-one tourism demonstration area. The "Yaogu Adventure" IP won the "Jade Monkey Award." Yaozhou District has focused on the goal of building a 100-billion-yuan industrial park, deeply cultivating three leading industries: green building materials, equipment manufacturing, and new materials. By building nests to attract phoenixes, the park's construction has gathered chains and formed clusters. In 2024, the park completed fixed asset investments of 1.2 billion yuan, achieved an industrial output value of 5.672 billion yuan, and signed招商引资 agreements totaling 8.12 billion yuan, strongly supporting the district's stable economic growth. A number of key projects were completed and put into production, including the Huiyuan Smart Logistics Park, Sobeys New Materials, CATL Qiji Battery Swap Stations, Yaobai Solid and Hazardous Waste Resource Utilization, Magnesium Alloy Lightweighting, Zhonggong Yun Energy Storage, and Zhongyu Biobased Products. Projects under accelerated construction include the annual 200,000-ton copper-based new materials project, Heima Glass, Haiyue's 10,000-ton lithium carbonate delivery warehouse, and supporting infrastructure like park heating, gas supply, and power cable trenches. Preliminary work for projects like the HY project, Shanghai Jingri's integrated solar and storage project, and Guangkong Yuhong Biotech is progressing orderly. In 2024, Yaozhou District was rated as a "Provincial Advanced Unit for Striving for Progress in Key Construction County Industrial Concentration Areas" and a provincial-level characteristic specialized park.
Wangyi Economic Development Zone has significantly enhanced its level, successfully becoming a provincial-level economic and technological development zone and a provincial-level characteristic specialized park. In 2024, the scale-above industrial output value of the development zone reached 8.808 billion yuan, a 295% increase compared to 2020. High-end equipment manufacturing continues to grow, with the industrial chain's output value reaching 500 million yuan in 2024, averaging an annual growth of 10.4% over four years. Its development experience was promoted at the provincial level as a typical case of high-quality development in the county economy in 2023. New building materials and advanced ceramics have expanded their chains and increased efficiency, with 11 enterprises introduced and the industrial chain's output value averaging an annual growth of 2% over four years. The successful creation of a provincial-level modern agricultural industrial park was achieved, with the district now hosting 6 agricultural industrial parks and 14 leading enterprises.
Yintai District, based on its developmental reality and transformation needs, has systematically planned its layout.
Industrial momentum is accelerating its transformation, "bursting forth with new life." A 3-million-ton intelligent coal storage and logistics base was built. Two dedicated coal railway freight lines, Yuhua Qianhe and Qiao Ziliang, were opened. The intelligent transformation rate of coal mines reached 100%. Key industrial projects like Shaanxi Longchi and Antai Recycled Aluminum were completed and put into operation. A cumulative total of 17 industrial enterprises above designated size have been nurtured, achieving an industrial output value of 38.131 billion yuan. The Shunjin Industrial Park was rated as a "Provincial Advanced Unit for Striving for Progress in Key Construction County Industrial Concentration Areas." The Yintai District Environmental Protection Industrial Park was included in the provincial low-carbon/near-zero carbon pilot program.
Modern agriculture has improved quality and efficiency, presenting a scene of "a hundred flowers blooming." Leading enterprises such as Da Bei Nong, Runmin Kangyuan, Yinglian Feed, and Dajiang Nongke have established operations. The successful creation of the province's first provincial-level Agricultural Hi-tech Industry Demonstration Area was achieved. The pig industry chain operates in a closed loop. The added value of agriculture, forestry, animal husbandry, and fishery has averaged an annual growth of 4.7%. The district was rated as a National Outstanding County in Reducing the Use of Veterinary Antimicrobials and a Provincial Typical County for the Livestock and Poultry Meat (Layer Hens) Industry Chain. The apple planting area in Yintai District has stabilized at 133,000 mu, with an annual output of 155,000 tons. It was rated as a County with Strong Apple Industry Capability in China, and "Yintai Apple" received the National Famous, Special, and Excellent New Agricultural Product certification. The "Apple Qingzhen Non-support Dwarfing Cultivation Technique" was listed as a provincial agricultural primary promotion technology, with Qingzhen seedlings being sold as far as Uzbekistan. The independently developed "Tongmai No. 6" set a yield record for dryland wheat in Shaanxi, has been promoted across a cumulative 22 million mu nationwide, and increased grain production by 550,000 tons.
The substantial achievements of the "14th Five-Year Plan" have laid a solid foundation for the "15th Five-Year Plan." Tongchuan will continue to maintain strategic focus, uphold a practical work style, and achieve both quality improvement in existing industrial "stock" and breakthroughs in new "increments," injecting strong momentum into high-quality economic and social development.
