Ukraine Finance: May Continue IMF Cooperation Under Current Plan

Ukraine may continue its cooperation with the International Monetary Fund (IMF) according to the current plan, though the possibility of developing a new plan also exists.

Ukrainian Finance Minister Marchenko stated at a government action plan briefing on Monday: "I will not announce a new plan because we cannot yet fully determine whether there will be a new plan or whether we can continue working under the current plan. There are different combinations and options. We have the possibility of continuing with the current plan, and this possibility is quite high. But there is also the possibility that we may need to develop a new plan."

He noted that Ukraine's total budget deficit for 2026 is projected to be $42 billion. Meanwhile, contracted funding to cover the deficit amounts to approximately $35 billion.

Marchenko said: "This is not enough. Therefore, we now need to concentrate our efforts, including through negotiation efforts, to fill the 2026 gap. Why do we mention filling the gaps for both 2026 and 2027? Because if we only fill the 2026 gap without considering 2027, we might exhaust almost all of our projected resources for 2026."

He indicated that Ukraine is therefore working to convince its partners of the necessity of adopting a two-year technical perspective for planning.
