The document emphasizes "increased focus on suitability and benefits for youth," "strengthening urban planning with a youth-oriented perspective," and "creating youth-appropriate spaces based on practical conditions." For a city, promoting youth-friendly development can enhance its appeal to young people. From another angle, youth can also become optimal partners in urban development.

This evolution moves from pilot explorations to systematic upgrades, transitioning from cities being friendly to youth towards a model of mutual empowerment and symbiotic growth between young people and their urban environments. It is foreseeable that developing youth-friendly cities will become an essential choice for a growing number of regions. The relationship between cities and youth can be distilled into two concepts: "youth affinity" and "youth vitality." A city's "youth affinity" is stronger when it demonstrates greater empathy, inclusive and respectful equality, and practical solutions to pressing issues. Youth are a crucial force for breakthrough innovation and creating new value; their energy can disrupt stagnation and inject dynamism. The more intensely this "youth vitality" erupts, the more a city maintains a youthful pulse and an upward, innovative trajectory.

For young job seekers, choosing and settling in a city involves significant trade-offs. Considerations range from career development and salary prospects to housing costs and living expenses, often leading to internal conflict and struggle amidst these权衡. Benefiting from a youth-conducive environment, the "Hangzhou Six Little Dragons" have emerged as powerful drivers of industrial upgrading. Similarly, Chengdu has attracted numerous young people, whose gathering fuels consumption and imbues the city with a vibrant, trendy atmosphere.

Evaluating city choice from a youth perspective reveals that merely offering benefits is rarely enough to win young hearts. What young people seek in a city is stable employment, affordable housing, opportunities to fully utilize their talents, and a place to truly put down roots. However, common challenges persist, such as cumbersome procedures for entrepreneurship subsidies or youth activities that are superficial in nature. These are essentially shallow forms of support. Superficial measures that avoid addressing core issues, relying instead on fragmented assistance, cannot foster a deep-seated sense of belonging or create a development environment where youth can "enter, stay, live securely, and succeed."

The collaboration of 15 departments deploying multiple measures represents a deep-seated strategy and substantial support, aimed at comprehensively strengthening foundations and stimulating vitality. The goal is to facilitate a mutual, symbiotic growth journey between cities and youth. The core logic of urban development is to retain people and enable their success. Whether young scholars, entrepreneurs, or artisans, a youth-development-oriented city should allow strivers from all walks of life to find belonging, secure a platform, and realize their potential. As youth strive for improvement and virtue, and cities advance towards innovation and betterment, this synergy provides a vivid illustration of an optimal partnership.
