Hong Kong Chief Executive John Lee unveiled the city's first five-year economic and social development plan for 2026-2030 on Monday, outlining strategic initiatives to advance low-altitude aviation growth across the region.

A key pillar of the blueprint focuses on accelerating the development of cross-border logistics services using low-altitude airspace within the Guangdong-Hong Kong-Macao Greater Bay Area.

Leveraging the combined industrial strengths and geographic advantages of the Greater Bay Area, Hong Kong intends to build on successful trials already conducted with mainland cities in the region. The plan aims to integrate resources across the three jurisdictions, expand practical applications for low-altitude cross-border shipping, and expedite the creation of a large-scale, unified logistics network covering the entire bay area.
