At the 2026 (25th) China Internet Conference, held from July 8 to 10 at the Beijing National Convention Center, China Unicom's Deputy General Manager and Party Leadership Group Member, Qiu Baohua, delivered a speech. The conference theme centered on leveraging digital and intelligent collaboration to chart a new developmental course.

A Strategic Shift in Operations

Qiu Baohua stressed the urgent need for telecom operators to evolve their operational models from managing connectivity channels to managing intelligence. He highlighted the potential for new growth by deeply integrating connectivity, computing power, services, security, and Token technology, fostering a dual-engine growth model.

Building a Centralized Token Ecosystem

He outlined China Unicom's approach, which is built around a centralized Token operation system. This system is based on a unified national computing network, a single scheduling platform, and a consolidated platform for model and Token distribution. To support this, the company has established a vast computing infrastructure exceeding 1.1 million standard racks and seven large-scale data center parks. It is also employing methods like direct green power connections to reduce the production costs of Tokens.

Driving Efficiency Gains Across the Board

Qiu Baohua emphasized that Token management is viewed as a key mechanism for improving quality and efficiency across the entire group. In office operations, the deployment of proprietary AI agents with corporate memory has boosted efficiency in document generation and contract retrieval by 70%. In customer service and marketing, intelligent services now handle over 85% of inquiries on the 10010 hotline, saving over 100 million yuan in annual operational costs. For financial operations, AI-driven automation in payment reminders and account write-offs, involving sums exceeding 10 billion yuan, has enhanced both collection rates and compliance capabilities.

Fostering an Open Collaborative Environment

He noted that the sustainable development of Token operations relies on an open ecosystem. China Unicom aims to leverage its core strengths in integrated computing and networks by opening up capabilities such as unified model management, standardized Token operations, and implementation channels. The goal is to create a shared Token service hub for the industry. Qiu called on partners across the industrial chain to contribute their expertise, using platforms to build ecosystems, applications to anchor value, data to establish competitive advantages, and connectivity to achieve scale. The objective is to ensure every Token generates tangible, measurable, and sustainable intelligent value, collectively mapping out a new blueprint for digital collaborative development.
