The city will continue rescuing troubled projects, using a mix of tools to advance construction and delivery, and its real‑estate financing coordination mechanism will support reasonable project financing needs while guiding developers toward moderate leverage, reasonable debt levels and normal cash‑turnover speeds.

Policymakers will also steer developers from pure property development to integrated development, operation and service models, promoting participation in urban renewal and stock‑asset revitalization and expansion into rental housing, property management, asset operation and life‑service businesses.
