In recent years, Yunnan has prioritized the digitalization of manufacturing as a crucial element of its strategy to become a strong industrial province and a key pillar for building a modern industrial system. The province has been continuously strengthening its digital information infrastructure, deepening the integration of information and communication technology to empower industries, and enhancing network information security capabilities to drive rapid growth in the industrial internet. The digital transformation of manufacturing, based on the industrial internet, has become a key enabler and driving force for high-quality manufacturing development.
To date, the province has recognized 54 industrial internet demonstration platforms and 40 benchmark enterprises in digital transformation. It has also established 4 top-tier smart factories and 55 advanced-level smart factories, deploying industry-specific large models represented by Yunnan Baiyao (Leigong), Weiqiao (Zhialu), and Guiyan Platinum (Bojin). The smart factory of Yunnan Baiyao has been selected as the world's first "Lighthouse Factory" in the global traditional Chinese medicine health products sector, while Yuntianhua has been included in the national-level Manufacturing Digital Transformation Promotion Center. Cities like Kunming and Qujing have been chosen as national pilot cities for the digital transformation of small and medium-sized enterprises, and Kunming and Yuxi have been selected as pilot cities for new-type industrial technology upgrades.
The Provincial Department of Industry and Information Technology, along with 10 other departments, recently jointly issued the "Yunnan Province 'AI + Manufacturing' Action Plan." With "AI + Manufacturing" as a key direction, the province will leverage its industrial realities to identify strengths, tracks, and focal points. The goal is to promote the deep application of artificial intelligence technology, aiming to create over 5 vertical-specific large models, more than 50 lightweight small models, and popularize over 50 typical application scenarios. Additionally, three AI innovation centers and two industrial data annotation bases will be established.
During the "15th Five-Year Plan" period, Yunnan will coordinate efforts across "points, lines, and areas" to drive the digital transformation of manufacturing. At the "point" level, driven by projects and breakthroughs in scenarios, the province will organize and implement a series of key digital transformation projects in key industries, including non-ferrous metals, rare and precious metals, green chemicals, biomedicine, electronic information manufacturing, and advanced equipment manufacturing. This will involve building a group of benchmark enterprises and smart factories for digital transformation and promoting lightweight models and replicable solutions.
At the "line" level, supported by platforms and driven by chain-based reforms, the province will coordinate the transformation of entire chains involving large, medium, and small enterprises. This will be integrated with the construction of related platforms, such as the Manufacturing Digital Transformation Promotion Center and industry-specific industrial internet platforms. The goal is to expand scenario applications, strengthen industrial collaboration and empowerment, and shift from individual enterprises achieving breakthroughs at isolated points to the entire industry chain upgrading together.
At the "area" level, based on public services and oriented towards inclusive empowerment, the province will create provincial-level digital transformation public service platforms and AI innovation centers. These will integrate data chains, innovation chains, industrial chains, and supply chains, providing one-stop services such as assessment and diagnosis, "small, fast, light, and accurate" digital transformation products, and precise digital transformation solutions. This will facilitate the widespread coverage of digitalization across the entire manufacturing sector in Yunnan.
