Copper City in Shaanxi Province Launches Special Inspection Targeting Illegal Issuance of False VAT Invoices in Medical Device Sales

To thoroughly carry out the investigation and governance of medical device distribution and usage, and to crack down on illegal activities such as falsely issuing Value-Added Tax (VAT) invoices during medical device sales, the market supervision bureau of Tongchuan City, Shaanxi Province, recently collaborated with the city's tax bureau to conduct a special inspection across the city targeting these violations.

This joint inspection focuses on two core areas within the medical device distribution field: quality safety and tax compliance. The market supervision authorities, based on regulations such as the "Regulations on the Supervision and Administration of Medical Devices" and the "Measures for the Supervision and Administration of Medical Device Distribution," are primarily checking whether enterprises have obtained the required medical device distribution licenses or completed the necessary filings. They are also investigating whether businesses are distributing unregistered or unfiled medical devices, or those lacking proper certification documents; whether they have擅自 changed business premises, scope of operations, operational methods, or warehouse addresses without authorization; whether they are dealing in medical devices with non-compliant instructions or labels; and whether they are sourcing medical devices from suppliers without legitimate qualifications.

Concurrently, the tax authorities are focusing on tax-related risk points within the medical device industry. Their key task is to scrutinize whether enterprises are issuing invoices in a standardized manner and to identify any instances of falsely issuing VAT invoices.

During the inspection process, law enforcement officers are integrating enforcement with public legal education and awareness campaigns. They are patiently explaining medical device laws and regulations, as well as tax-related policies, to the enterprises. This approach aims to guide businesses in establishing an awareness of lawful operation and honest tax payment, further standardizing the operational order of the medical device market and strengthening the defense line for medical device quality and safety.

Moving forward, the two departments plan to establish a long-term regulatory mechanism. They will enhance information sharing and collaborative coordination to persistently combat illegal activities involving false VAT invoices in medical device sales. This effort is intended to maintain a fair and just market competition order and ensure the safety of medical devices for the public.
