Ministry of Industry and Information Technology Unveils Major AI+ Software Initiative, Highlighting Nine Stocks with Strong Growth Prospects

The Ministry of Industry and Information Technology has recently issued a special action plan for the integration of artificial intelligence with the software sector. The plan sets an ambitious target for 2030, aiming for a significant leap in the convergence of AI with the software and IT services industry, driving critical software toward full intelligent upgrades. New business forms like intelligent programming, agent software, and smart services are expected to become new growth engines, with plans to establish several internationally influential open-source communities and industry clusters to secure a commanding position in the global value chain.

This year, as AI deeply permeates the entire software development lifecycle, it is fundamentally reshaping production processes and competitive dynamics within the industry. According to Soochow Securities (601555.SH), the value proposition for software companies in the AI era will shift from "how frequently users open the application" to "whether the system occupies a critical position in the enterprise's task execution chain." Platform-based software that possesses core data, process authority, governance auditing, and system connectivity capabilities is poised for a revaluation, transitioning from traditional application software to enterprise AI infrastructure.

Brokerage firms are increasingly focusing on this sector, with data showing that as of September 11, a total of 32 software stocks have been surveyed by institutions more than five times this year. Notably, Nandian Digital (301638.SZ), Haitian Ruisheng (688787.SH), Zhongke Information (300678.SZ), Dameng Data (688692.SH), and Guoneng Rixin (301162.SZ) have each received over ten institutional research visits.

From a growth potential perspective, according to statistics based on consensus forecasts from more than five institutions, nine of these 32 software stocks are projected to see net profit growth exceeding 20% in both this year and the next. However, compared to their highs for the year, several have experienced significant pullbacks as of the September 11 closing price. Hehe Information (688615.SH), Foxit Software (688095.SH), and Shiji Information (002153.SZ) have all seen their share prices retrace by more than 50% from their annual peaks.
