Zhejiang Unveils Action Plan to Integrate Industrial Internet and Artificial Intelligence

The Department of Economy and Information Technology and the Communications Administration of Zhejiang Province have recently issued the "Zhejiang Province Action Plan for Promoting the Integration and Empowerment of Industrial Internet and Artificial Intelligence." This initiative deepens the "AI + Manufacturing" campaign and promotes the large-scale application and high-quality development of the industrial internet.

By 2028, the plan aims to significantly elevate the level of integrated development between the industrial internet and artificial intelligence. AI will deeply empower the upgrade of industrial internet facilities, capability optimization, and service innovation. In return, the industrial internet will provide connectivity channels, data hubs, and platform infrastructure support for AI industrial applications. The target is to create 50 industrial internet platforms with domestic influence, develop 100 high-quality industry-specific datasets and 100 high-level industrial intelligent agents, and cultivate a number of industry-influential industrial models to accelerate the transformation of industrial models, enterprise forms, and service paradigms.

The action plan outlines three key initiatives. First, the platform system cultivation initiative will guide differentiated platform development. This involves vigorously developing professional platforms for general scenarios such as simulation design, equipment maintenance, and warehouse management to enhance digital and intelligent service capabilities. Industry-specific platforms will be developed focusing on the "415X" industry clusters, creating standardized and configurable digital solutions. A tiered cultivation mechanism—covering basic, growth, leading, and ecosystem levels—will be established, along with an implementation guide for platform cultivation and enhancement to encourage various platforms to improve by benchmarking.

This initiative also strengthens platform data aggregation by issuing reference guidelines for improving data governance capabilities in manufacturing enterprises. An industrial data labeling system centered on business scenarios will be constructed to create data aggregation hubs. Platforms will be supported in piloting industrial trusted data space construction to explore pathways and mechanisms for data sharing and circulation. The construction of high-quality datasets will be encouraged by supporting platform enterprises to collaborate with industrial enterprises and data service providers on data screening, cleaning, labeling, synthesis, and evaluation. The "model-data resonance" action and the industrial data foundation action will be implemented, with support for public platforms like the national AI application pilot base to aggregate industry data and transform it into high-quality datasets for industry development.

Elevating platform intelligence is another focus. Platforms will be supported in strengthening capabilities in large model integration, intelligent agent scheduling, and scenario adaptation. Collaboration between platforms and industrial enterprises will be guided to accelerate the model-based packaging of industrial mechanisms, technical processes, and knowledge experience, cultivating industry models and scenario models. The innovative application of domestic intelligent agent standard protocols will be deepened, exploring a "platform + intelligent agent" integrated architecture to create an industrial intelligent agent development and application foundation.

The construction of industry brain centers will be deepened by supporting the complementary development of industry brains and industrial internet platforms, as well as their coordinated development with future factories. A dynamic evaluation mechanism will be improved, with support for industry brains to innovate market-oriented operation mechanisms and build sustainable development models, while selecting exemplary industry brains.

The second initiative focuses on upgrading the foundational support to build a new industrial network. This involves meeting new demands such as collaborative production of intelligent equipment, industrial model training and inference, and intelligent agent communication. Technologies like 5G/5G-A, Time-Sensitive Networking (TSN), IPv6, edge computing, and cloud-based control will be integrated into networking solutions, accelerating the integrated evolution of "cloud, network, computing, and control." Industrial 5G virtual/hybrid private networks will be scaled, capable enterprises will be supported in building dedicated industrial 5G private networks, and commercial deployment of 5G-A will be accelerated alongside 6G technology networking trials.

To strengthen industrial intelligent computing supply, the layout of computing infrastructure in the industrial sector will be coordinated to create a "cloud-edge-device" collaborative industrial intelligent computing supply system. The integrated application of industrial internet and computing power networks will be promoted, accelerating the pilot promotion of intelligent computing cloud services in the industrial sector and establishing 100 "intelligent computing cloud enterprises."

Security protection will be enhanced by guiding enterprises to identify important data and file catalogs, implementing requirements for classified protection, risk assessment, and emergency response, and strengthening data lifecycle security management. Security governance will be reinforced in areas such as AI training data, model algorithms, and industrial intelligent agent applications. The classification and grading of industrial internet security will continue to be promoted.

The industrial innovation ecosystem will be optimized by supporting qualified regions to build industrial internet open-source communities on national open-source code hosting platforms. Pilot platforms for industrial internet, concept verification centers, and quality infrastructure service 2.0 platforms will be established. Enterprises will be guided to participate in formulating key and urgently needed standards for industrial internet and AI general tools, products, and industrial intelligent agents. Training of industrial internet engineering talents and the construction of a professional title system will be advanced, with support for the development of national industry-education integration innovation platforms for the industrial internet.

Third, the integrated application promotion initiative will focus on promoting application model innovation. Large industrial enterprises will be supported to leverage industrial internet platforms to connect enterprise digital main lines and accelerate full-process intelligent upgrades. Deep applications of AI in areas such as perception, recognition, predictive analysis, and optimization decision-making will be driven. Key energy-consuming enterprises will be guided to create new "industrial internet + green low-carbon" applications, while high-risk industry enterprises will be encouraged to accelerate the development of "industrial internet + safe production." The goal is to build over 150 future factories and more than 1,500 smart factories and digital workshops.

The application of "5G + Industrial Internet" will be deepened by promoting the expansion and quality improvement of 5G factories, aiming to build more than 200 national-level 5G factories. Development zones and parks will be encouraged to strengthen production site renovations and accelerate the extension of "5G + Industrial Internet" coverage to parks and industry clusters. Qualified regions will be supported in creating national "5G + Industrial Internet" integrated application pilot cities.

Service supply capabilities will be enhanced by cultivating 300 "Zhejiang Digital Merchants" and 200 AI service providers. Industrial internet platforms will be promoted to deepen the integrated application of digital and intelligent technologies, creating high-quality system solutions and standardized tools. Development zones and parks will be encouraged to establish "AI + Industrial Internet" service stations to lower the threshold for digital transformation of enterprises.

Chain-network collaborative empowerment will be advanced by promoting the collaborative transformation of industrial chain and supply chains led by leading enterprises. Leading enterprises will be encouraged to share resources such as orders, production capacity, and capital to drive the integrated development of SMEs. An application scenario library for AI in the industrial sector will be constructed, and new service entities such as AI One-Person Companies (AI OPC) will be cultivated, exploring new industrial chain collaboration models such as "platform + OPC."

The action plan emphasizes the full utilization of national "two new" and "two heavy" ultra-long-term special treasury bonds. Provincial industrial and information technology special funds will be coordinated to support the creation of provincial key industrial internet platforms. Qualified local governments will be encouraged to provide policy support and explore measures such as computing vouchers and model vouchers. Platform enterprises will be supported in going global and exporting digital intelligent solutions and services to countries along the Belt and Road.
