CITIC Bank Transfers 1,123 Non-Performing Personal Loans with Strict "No Violent Collection" Mandate

CITIC Bank's Tianjin Branch has recently listed the 2026 Phase 1 Personal Non-Performing Loan (Consumer Loan) Transfer Project on the Banking Asset Registration and Transfer Center.

This non-performing asset package comprises 1,123 individual loans. The total outstanding principal amounts to 94.7197 million yuan, with unpaid interest totaling 17.5899 million yuan. Combined outstanding principal and interest reach 112 million yuan, alongside additional fees of 339,800 yuan.

Regarding litigation status: 715 cases have not been pursued legally, 313 cases have obtained judgments but await enforcement, and 95 cases have concluded enforcement proceedings.

The weighted average overdue period for these non-performing loans is 719.16 days. The weighted average age of the borrowers is 45.11 years.

Several days prior, on March 3, CITIC Bank's Tianjin Branch issued the "CITIC Bank Co., Ltd. Tianjin Branch 2026 Phase 1 Personal Non-Performing Loan (Consumer Loan) Bulk Transfer Project Solicitation Announcement."

The announcement listed the total outstanding principal and interest as 112.9574 million yuan, including 95.0171 million yuan in principal. The discrepancy with the system registration is due to the bank removing three loans deemed unsuitable for transfer.

CITIC Bank's Tianjin Branch has imposed strict requirements for this transfer project. Among other stipulations, it requires prospective buyers to commit not to retransfer assets from this package. They must also pledge to avoid using violent debt collection practices and not to commission agencies with records of violent collection, organized crime, or other illegal activities for recovery work. Any actions, including violent collection, that could harm the seller's reputation are prohibited.

Furthermore, after acquiring the non-performing assets, the buyer must protect personal information and the seller's confidential data, preventing any leakage or unlawful processing of personal information.

The bidding date for these non-performing loans is set for March 24. Interested bidders participating in the open auction are required to submit a deposit of 4 million yuan.

CITIC Bank's Tianjin Branch is actively seeking to improve its asset quality by divesting non-performing assets.

Established on June 8, 2000, the Tianjin Branch is a first-tier branch directly under CITIC Bank's head office and was among the first joint-stock commercial banks to establish a presence in Tianjin.

Within CITIC Bank's structure, the Tianjin Branch operates under the Bohai Rim region.

As of the end of the first half of 2025, CITIC Bank's loan balances were highest in the Yangtze River Delta, Bohai Rim region, and Pearl River Delta/West Coast of the Taiwan Strait, at 1,736.075 billion yuan, 1,384.571 billion yuan, and 841.583 billion yuan, respectively. These account for 29.92%, 23.86%, and 14.51% of the total.

The bank's non-performing loans are primarily concentrated in the Bohai Rim region, Western China, and Central China. The combined non-performing loan balance in these regions totals 43.543 billion yuan, representing 64.86% of the total.

Specifically, for the Bohai Rim region, the non-performing loan balance was 19.586 billion yuan as of end-H1 2025, an increase of 3.12% from the end of the previous year. The non-performing loan ratio for the region stood at 1.41%, up 0.1 percentage points year-on-year.

Within the Bohai Rim region, the Tianjin Branch's asset scale is relatively low, ranking above only the Dalian Branch.

As of the end of the first half of 2025, CITIC Bank's Tianjin Branch operated 38 outlets with 1,006 employees and held total assets of 102.373 billion yuan.

In comparison, branches in Jinan and Qingdao each have asset scales exceeding 150 billion yuan.

This indicates a pressing need for the Tianjin Branch to expand its business operations.

The current legal representative of CITIC Bank's Tianjin Branch is Shi Jia, who previously served as the president of the CITIC Bank Jinan Jingshi Road Sub-branch.

In late last year, as the Party Committee Secretary and President of the Tianjin Branch, Shi Jia led a delegation—including heads from the Corporate Banking Department, Credit Execution Department, Investment Banking Department, and Huayuan Sub-branch—on a visit to Tianjin Bohai Chemical Group, demonstrating active efforts to expand business relationships.
