Europe is witnessing a significant strategic shift in defense spending, with governments and military alliances increasingly channeling investments towards drone technology, viewing it as a cornerstone of future security architecture.

In a concentrated series of moves over the past two weeks, multiple policy announcements have underscored an accelerated push to develop and deploy unmanned aerial systems. This pivot is heavily influenced by battlefield lessons from the conflict in Ukraine, which are reshaping military procurement priorities across the continent. The resulting industrial opportunities extend beyond drone manufacturers to companies specializing in artificial intelligence, software, electronic warfare, and secure communications.

Since the onset of the conflict in Ukraine, Europe has been steadily rebuilding its military capabilities. National defense budgets are now coalescing around a core technology: drones, which are seen as a pivotal element for Europe's future defense framework.

The recent flurry of announcements vividly illustrates the rapid pace of this strategic realignment. NATO has unveiled a new drone initiative; the UK has allocated billions of pounds for drone and counter-drone systems; Germany has finalized a deal to procure 50,000 drones for Ukraine; and defense tech startup Helsing has achieved a valuation of $18 billion.

These actions signal a broader transformation in military planning. Drones and autonomous systems have evolved from niche battlefield tools to central components of modern warfare. The growth wave this creates benefits not only drone manufacturers but also firms developing AI, combat software, electronic countermeasures, and encrypted communication technologies.

As Loredana Muharremi, an analyst at Morningstar, explained, future defense operations are moving towards a layered battlefield system. For instance, a tank will not only fire shells but may also deploy drones, receive real-time targeting data from satellites and unmanned vehicles, synchronize intelligence across domains, and function as a networked combat unit.

The practical experience from Ukraine, combined with the demonstrated effectiveness of low-cost drones like Iran's Shahed models in the Middle East, has proven the high strategic value of affordable, AI-enabled drones. They are capable of reconnaissance, extending the reach of traditional weaponry, and enabling highly autonomous operations.

How Drones Are Changing Modern Warfare

These battlefield lessons are fundamentally altering Europe's approach to arms procurement. Last week, NATO Secretary General Mark Rutte announced a dedicated drone program, stating that NATO will fully establish a "drone operational adaptation system." Over the next five years, member states are expected to collectively invest over $400 billion in counter-drone capabilities.

Rutte cited the Russia-Ukraine conflict as an example, stating that drones have fundamentally changed the nature of modern warfare and have become a decisive factor on the battlefield.

The UK is also making significant investments in autonomous systems. Its Defense Investment Plan, released in late June, commits £5 billion (approximately $6.7 billion) to a "UK Drone Transformation Programme" aimed at enhancing the capabilities of its armed forces.

Simultaneously, Germany is increasing its military aid to Ukraine. This Monday, defense software company Aetrion and Ukrainian drone maker Skyfor jointly disclosed a €90 million order from a European NATO member for 50,000 drones equipped with Aetrion's proprietary operating system. Sources confirmed the purchaser was Germany.

Lorenz Mayer, CEO of Aetrion, noted that this conflict marks the first time drones have been deployed on a massive scale and integrated deeply into combat operations. He emphasized that software is increasingly becoming the decisive factor in battlefield outcomes.

Aetrion's operating system allows drones to maintain target lock even under electronic jamming, preserving effectiveness in complex electromagnetic environments. The system also enables drones to strike targets beyond visual line of sight, such as in valleys. The company plans to develop swarm control software, allowing operators to manage entire drone groups collectively rather than individually.

Mayer added that while this large order is destined for Ukraine, the underlying technology has attracted interest from the militaries of Germany, Norway, the UK, and France. The trend involves low-cost drones being used in conjunction with high-end weaponry to overwhelm and suppress enemy air defenses, thereby increasing overall strike efficiency.

Benefits Beyond Drone Manufacturers

Muharremi's analysis indicates that the widespread adoption of drones and various autonomous systems is driving explosive demand for supporting real-time coordination technologies. This spans sectors including encrypted communications, battlefield command software, artificial intelligence, satellite reconnaissance, sensor equipment, and electronic warfare systems.

Consequently, companies with capabilities spanning physical equipment production, autonomous systems, air defense, sensors, electronic warfare, software, and space technology are well-positioned to capture a share of future increases in defense budgets.

Data from McKinsey shows that core European defense spending has doubled since 2019. Based on NATO's target for members to spend 3.5% of GDP on defense by 2035, total European defense expenditure could reach approximately €800 billion by 2030, representing about 2.9% of regional GDP.

Venture capital investment in defense technology on both sides of the Atlantic surged significantly in 2025, with the number of deals doubling year-on-year. In Europe, funding for defense tech soared from €200 million in 2021 to €2.6 billion in 2025.

Munich-based Helsing is a prime beneficiary of this trend. The company completed a new funding round this Monday, achieving a post-money valuation of $18 billion and solidifying its status as one of Europe's top-funded defense tech startups. Helsing focuses on drones, underwater reconnaissance and combat systems, and develops its own AI and autonomous software for military applications. This trajectory underscores a broader industry consensus in Europe: future warfare competitiveness will depend as much on software and autonomous intelligence as on traditional hardware.
