Lingbi Urban Management Upgrades Smart Surveillance to Enhance Waste Sorting Oversight

In response to challenges such as difficulty in gathering evidence and blind spots in waste sorting supervision at residential communities, the Lingbi County Urban Management Bureau has recently upgraded smart monitoring devices at garbage sorting stations in collaboration with local property managers. This initiative leverages digital and intelligent tools to strengthen long-term waste sorting management and continuously improve the urban living environment.

During routine inspections, sanitation workers identified that the original monitoring equipment at multiple community garbage sorting stations had aged, resulting in poor image clarity and blind spots. This made it difficult to capture evidence of improper waste mixing or dumping during peak morning and evening hours, as well as at night, increasing the burden on property management. To address this, the bureau adopted a problem-oriented approach, taking proactive and targeted measures to coordinate the upgrade of surveillance equipment.

In partnership with property managers, the bureau installed high-definition Hikvision smart cameras at all 171 garbage sorting stations across the urban area. Technicians were deployed to debug network connections and calibrate camera angles at each location, eliminating visual blind spots and ensuring 24/7 stable operation of the equipment. The newly deployed smart surveillance systems feature continuous monitoring and automatic detection, enabling precise capture of uncivilized behaviors such as improper waste mixing or littering. The systems retain recorded footage, creating a complete and traceable management log, and fill gaps in supervision during non-working hours. This transformation has shifted property management from traditional fixed-point manual supervision to online real-time inspections and targeted offline guidance, significantly improving regulatory efficiency.

Looking ahead, the Lingbi County Urban Management Bureau plans to fully leverage the smart surveillance platform to establish a robust online inspection mechanism. It will work with property managers to conduct regular outreach and education, refine daily maintenance of waste sorting facilities, and continuously guide residents to develop standard waste sorting habits. Through digital governance tools, the bureau aims to enhance the effectiveness of waste sorting efforts and further showcase the city's civilized character.
