Pinggu Pioneers "Zero-Visit" Medical Device License Approval, Cutting Processing Time by 50%

A business representative in Daxingzhuang Town, Pinggu District, who recently obtained a medical device business license, remarked, "In the past, getting a license meant repeatedly revising documents and making multiple trips to the service hall. Now, I didn't have to go to the hall even once. All the materials were reviewed online, and I received the license directly."

This convenience is the result of a new "Zero-Visit" government service model jointly developed by the Machangying and Daxingzhuang offices of the Pinggu District Market Regulation Bureau, which aims to allow businesses to complete the entire process without any physical visits.

The approval process for medical device business licenses is known for its strict requirements and numerous detailed aspects, covering professional dimensions such as site facilities, personnel qualifications, and quality management. Previously, many businesses struggled to understand the policies and standards, often facing the frustrating cycle of repeatedly correcting documents and making back-and-forth visits. This not only increased hidden costs for companies but also extended the license application timeline.

To transform the process from "businesses running back and forth" to "government service taking a step forward," the Machangying and Daxingzhuang offices took the initiative starting July 21. They "subtracted" from the approval process while "adding" to service guidance. The two offices shifted from a "passive approval" model, where staff waited behind counters, to a proactive "guided service" approach, launching the "Zero-Visit" mechanism.

Under this new system, the offices formed a dedicated assistance team by selecting key staff members, who set up exclusive online channels for applicant companies. Based on the different business categories, the team creates a "personalized application checklist" for each company, including a detailed list of required documents and site requirements, precisely tailored to the applicant's specific profile.

The core of the "Zero-Visit" system is "pre-approval before any visit." Companies simply submit their initial materials online. The approval staff then conducts a meticulous, word-for-word pre-review in the background. From floor plan layouts to compliance documents, every potential flaw is identified and corrected in real-time online. Through this extensive "one-on-one" guidance performed behind the scenes, the system effectively clears obstacles related to incorrect or missing documents, enabling businesses to achieve "one-time completion and one-off handling."

This shift of data travelling instead of people has resulted in significant approval acceleration. According to reports, within less than a month of implementing the "Zero-Visit" mechanism, 12 medical device companies in the jurisdiction have successfully obtained their business licenses through the new model, with the overall processing time reduced by 50% compared to the previous standard.

Looking ahead, the Pinggu District Market Regulation Bureau plans to refine its categorized assistance plans based on businesses' operational bottlenecks, incorporating more high-frequency administrative matters into the "Zero-Visit" service system. The goal is to integrate these "micro-innovations" in government services with the broader economic development strategy of the district, using the "subtraction" of administrative approval to stimulate the vitality of various market entities.
