On October 30 at 21:30, Meng Huaqiang, Deputy Secretary of the Jinzhou Municipal Party Committee and Mayor, appeared on the program *Liaoning Dialogue* to discuss policies and measures for "promoting high-quality development through innovation and practical action in a heroic city" alongside experts, scholars, and corporate representatives.

Why has Jinzhou continuously achieved breakthroughs in the industrial sector? As many know, Jinzhou is a city with a heroic revolutionary legacy. The historic battles of Tashan and Heishan, where revolutionary martyrs fought with blood and sacrifice, created miracles. This spirit remains the driving force for Jinzhou’s progress, resilience, and innovation. Today, on the path to high-quality development, the city’s cadres and citizens uphold this legacy, striving to "turn the impossible into possible."

Aligned with the guiding principles of the Fourth Plenary Session of the 20th CPC Central Committee, Jinzhou focuses on strengthening the real economy, particularly in petrochemicals and fine chemicals, metallurgical new materials, and advanced equipment manufacturing. The city is accelerating industrial transformation by embracing intelligent, green, and integrated development. Additionally, Jinzhou is actively fostering emerging growth sectors such as new energy, marine economy, low-altitude economy, and digital economy to build a modern industrial system.

Chen Jiapeng, Director of Business Development at China International Engineering Consulting Co., Ltd., noted that Jinzhou’s industries exemplify how "traditional foundations can spark new vitality." Moving forward, he suggested balancing the transformation of traditional industries with the cultivation of strategic emerging sectors, leveraging local strengths and distinctive brands. Jinzhou aims to integrate primary, secondary, and tertiary industries, shifting from single breakthroughs to cluster development and from enterprise aggregation to ecosystem synergy.

For instance, Jinzhou is turning its famous barbecue into a major industry. With over 70,000 restaurants worldwide, Jinzhou barbecue—known for its "anything can be grilled" philosophy—supports millions of jobs across the supply chain. This year, Jinzhou launched China’s first "Barbecue Chef" certification, elevating the profession and driving the industry toward standardization, branding, and industrialization. The goal is to link primary, secondary, and tertiary sectors through this "small skewer" business, creating a thriving "big industry."

Another example is the premium sea cucumber industry. Most seedlings for the renowned Liaoning sea cucumber originate in Jinzhou, where the cold waters of the northern Bohai Sea yield firm, high-quality produce. Jinzhou plans to upgrade the entire sea cucumber value chain—from farming and processing to branding—while integrating it into cultural tourism, transforming it into a "blue gold" for coastal prosperity.

Industrial growth relies on strong project support. How does Jinzhou attract and retain investments? The key lies in optimizing the business environment. Mayor Meng highlighted the symbolic "Jinzhou Apple," which represents discipline and a people-first ethos—stemming from a story during the Liaoshen Campaign where soldiers refused to take even one apple from civilians. Today, Jinzhou applies the same standard in governance, prioritizing enterprise-friendly policies.

Successful examples include the introduction of high-quality projects like Enwei Electronics and Xinfangzun Foamed Aluminum, as well as the retention of ventures such as Liaoning Meifugan’s high-end cold-rolling project, where the city secured a stable raw material supply through persistent negotiations. Shen Gong Shares, now a nearly ¥10 billion market-cap STAR Market-listed company, exemplifies Jinzhou’s long-term commitment to nurturing enterprises.
