Seventeen integrated circuit companies have completed a collective signing ceremony in Wuhan, Hubei Province, with total investments surpassing 6 billion yuan, according to a report on August 26. Notable participants include AMEC, Skyverse Technology, Leadmicro, and Zhenbao Technology, among others.
This marks the first batch of projects to materialize following the official announcement of the "Wutong Tree Plan" in January of this year. The initiative, jointly promoted by Wuhan East Lake High-Tech Zone and chain-leading enterprises such as Yangtze Memory Technologies Co., Ltd. (YMTC), aims to establish a world-class storage-computing integrated industrial base within a 60-square-kilometer area, centered on YMTC with a 4.5-kilometer radius. A dedicated task force for integrated circuit industry development has already been established within the Optics Valley area.
According to the report, most of these 17 companies are setting up research and development centers in Optics Valley rather than production facilities. The establishment of R&D centers implies that a cohort of engineers, a portfolio of patents, and a set of technical standards will be anchored in this region.
It has also been noted that YMTC's IPO review status for its initial public offering on the STAR Market has recently been updated to "accepted." The company plans to raise 33 billion yuan in funds, with CITIC Securities and CSC Financial serving as the sponsors.
Founded in 2016 and headquartered in Wuhan, Hubei, YMTC is a leading enterprise in China's 3D NAND flash memory sector. The company has a registered capital of 17.82 billion yuan, with its largest shareholder, Hubei Changsheng Development Co., Ltd., holding a 26.54% stake. The actual controller is the state-owned assets system of Hubei Province.
According to Counterpoint Research data from the second quarter of 2026, YMTC has entered the top three in the global NAND flash memory market by shipment volume for the first time, trailing only Samsung Electronics and SK Hynix.
YMTC is the second domestic memory chip IDM giant to pursue an A-share listing, following DRAM leader CXMT, which landed on the STAR Market in July 2026. Market expectations previously placed the company's IPO valuation at approximately 300 billion yuan.
The company currently operates two major production bases in Wuhan, with a combined monthly capacity of approximately 200,000 wafer starts. It is continuously advancing its 3D NAND technology toward higher layer stacking iterations. Following the listing, the raised funds are expected to be primarily allocated to phase-three production line construction, advanced process R&D, and supplementary working capital.
